Summary

This position is located in the Maintenance & Logistics Systems Group, Supply Chain System Team (AJW-1620). This directorate provides the support structure, methodology, tools, procedures, performance monitoring and assurance necessary for the proper operation and maintenance of the National Airspace System (NAS) and the Technical Operations Service Unit.

Duties

The Analyst is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Applies experience and expert knowledge of the FAA's Supply Chain System and Maintenance and Logging tool set to perform analytical reviews, and to provide recommendations, coordination and execution of the National Airspace System (NAS) Supply Chain System within the organization.

Defines and supports building desirable, feasible, viable and sustainable products that meet customer needs over the life cycle of the FAA's Supply Chain Systems and Maintenance and Logging Tools using the Scaled Agile Framework (SAFe) methodology.

Collaborates with a wide range of individuals to identify and define stakeholder needs, understand software solution context and develop requirements for software features. Serves as a technical liaison for the FAA's Supply Chain Systems and Maintenance and Logging Tools. Interfaces with stakeholders across multiple lines of business to gather system requirements.

Consolidates stakeholder requirements into work packages for software development teams. Communicate the expected outcomes to the software development teams while keeping all stakeholders informed of software solution development progress. Upon completion of software development, the Analyst host system demonstrations for system users to ensure that the delivered solution fully meets the needs of all affected stakeholders.

Represents AJW-16 in broad discussions across the ERP platform. Assists in gathering and defining software requirements for the ERP with consideration to the various industry and Federal systems that interact with the ERP platform. The individual has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Conducts complex organizational and program studies and evaluations, documents findings of study and prepares recommendations for implementation of new systems, procedures, or organizational/program changes. Evaluates complex, national programs and policies, and develops program management processes and procedures that are nationwide in applicability. Reviews program analytical, statistical, and qualitative data and shares findings and recommendations with management to assist in the strategic planning of programs, systems and capabilities of the organization.

Organizes and interprets data to inform decision makers of recommended approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems. Analyzes requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Researches and investigates new or improved management practices for application to agency programs or operations. Uses data derived from quantitative analysis to provide overall project results, technical reports, and/or recommendations to management as a basis for making decisions.

Acts as a liaison between Technical Operations and other lines of business within ATO as well as outside organizations. Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences Maintenance and Logging Tools.

Performs qualitative and quantitative analyses to assess, analyze and evaluate processes and systems. Identifies and resolves challenging problems or issues that often cross-organizational boundaries and impact on the accomplishment of strategic objectives. Contacts are internal and external.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience working as a liaison between technical teams and internal and external stakeholders, providing guidance and instruction to address complex issues which often cross multiple projects, programs, and/or functional areas in addition to experience analyzing and evaluating software solutions to identify problems and develop and recommend process improvements, utilizing a Scaled Agile Framework (SAFe) Methodology.
