In this important role, you will support the US Army Program Executive Office Enterprise Information Systems (PEO EIS) and United States Army Security Assistance Command (USASAC). The Army is seeking to modernize its legacy Foreign Military Sales (FMS) case implementation, execution, and closure system, Centralized Integrated System - International Logistics (CISIL), and centralize additional functionality included in several ancillary applications used to improve and enhance CISIL functionality and user interfaces.Your role will include advising PEO EIS on systems engineering and cloud capabilities in support of the Army's need to keep pace with modern technologies, cybersecurity advancement, auditability, financial compliance, Defense Security Cooperation Agency (DSCA) data collection, and shared requirements.

The Acquisition Specialist, SME possesses extensive experience and knowledge across the full complement of acquisition, program management, and contracting activities; advises and assists leadership that enables program success; uses knowledge of the Department of Defense (DoD) program management and acquisition lifecycle processes to plan and conduct the acquisition and contracting activities through the program/project life cycle from the description of the requirements through product/solution delivery; supports strategic planning; supports acquisition strategy and contract strategy and associated documentation development; and leads/facilitates program life cycle planning and execution. The Acquisition Specialist SME will engage with all levels of program leadership.

Responsibilities

Work you'll do

As a Acquisition Specialist, SME within our US Army Program Executive Office Enterprise Information Systems ( PEO EIS ) team, you will:
  • Use knowledge of the Department of Defense (DoD) program management and acquisition lifecycle processes to plan and conduct acquisition activities through the program/project life cycle from the description of the requirements through product/solution delivery.
  • Advise the government on current DoD policies and procedures to support major program decisions and recommend strategies and techniques for successful conclusions.
  • Participate in strategic planning, acquisition planning, investment planning, and stakeholder management.
  • Prepare, review, and revise acquisition documents in accordance with DoD, Department of the Army (DA), and Office of Management and Budget (OMB) guidance and requirements, including compliance with applicable policies and regulations from federal, DoD, and DA levels, including but not limited to DoD 5000, 7000, and 8000 Series, Army Regulations (ARs) 1-1 and 70-1, and OMB Circular A-11, "Preparation and Submission of Budget Estimates".
  • Assist in the development, staffing, implementation, and maintenance of agreements with external organizations and system owners (e.g., external. interfaces).
  • Review and assess the impact of revised or new policy guidance and regulations for impact.
  • Draft, revise, maintain, and coordinate acquisition documentation required by DoD, DA, and OMB, including but not limited to Business Case Analyses (BCA), Acquisition Strategies and Plans (AS/AP), Independent Government Cost Estimates (IGCE), Services Contract Approval Request (SCAR), market research, and Performance Work Statements (PWS), etc.
  • Compile, maintain, and coordinate a responsive management tracking process to assure the availability of resources and information to meet established milestones and data calls.
  • Review, analyze, and evaluate the accomplishment of the overall program by reviewing reports, studies, products, and information provided by staff members, support personnel, contractors, and other agencies.
  • Identify existing or potential problem areas and recommend or direct necessary corrective action or preventive measures.
  • Ensure consistency across acquisition documentation in the project office.
  • Draft, coordinate, and submit acquisition reports.
  • Lead/perform risk management, including identifying, managing, assessing, and mitigating cost, schedule, and performance risk, determining impacts across all program areas, and defining realistic burn-down plans.
  • Schedule, coordinate, and facilitate program Integrated Product Teams (IPTs) and Working IPTs (WIPTs) in support of Milestone Decision Reviews.
  • Prepare/provide input for Project/Product Monthly Status Review meetings and briefings.
  • Lead/participate in program reviews to assess the alignment of activities with acquisition strategy and program plan and determine the feasibility of execution within the defined program baselines.
  • Engage with external and internal stakeholders as requested.
  • Other duties as assigned.

Qualifications
  • Master's degree or bachelor's degree and 2+ years of additional experience
  • 20+ years of relevant work experience
  • Working knowledge and application of DoD 5000 and 8000 series and DoD acquisition and contract processes, procedures, and guidance
  • Active or interim secret security clearance

Knowledge, Skills, and Abilities:
  • DoD Acquisition Certifications are preferred.
  • Extensive experience in DoD acquisition and contract management and execution to include preparation and review of all milestone documents (e.g., Acquisition Strategy) and contract documentation (e.g., Acquisition Requirements Package (ARP), Request for Proposal (RFP), Source Selection Plan (SSP), Acquisition Plan)
  • Strong communications skills (both written and oral), including executive-level engagement with senior leadership and key stakeholders
  • Strong customer service and excellent interpersonal skills
  • Ability to listen and understand task descriptions and requests
  • Ability to explain problem resolutions
  • Ability to quickly respond to time-critical queries from leadership
  • Ability to work independently without direct supervision or guidance.
