Duties

As a IT Specialist, you will:
  • Establish and administer technical and administrative policies and procedures regarding the effective, efficient, and secure development and implementation of DOT intranet/internet capabilities as well as oversight of DOT intranet/internet services and web-based systems in their format and general content management on behalf of the CIO and the Department.
  • Serve as the principal technical advisor to the OCIO and DOT operating administrations for intranet/internet services, related IT activities, policy, and guidance.
  • Work with cross functional analysts in planning, developing, and administering various aspects of major IT systems, their applications and other IT projects, including pilot testing of new technologies.
  • Apply IT techniques and skills including systems programming, cost/benefit analysis, lifecycle development and analysis, productivity measurement, and communications design to OCIO projects involving, but are not limited to, Internet, EDI, workflow automation, and electronic commerce.
  • Coordinate OCIO initiatives with other DOT offices to achieve identified objectives.
  • Lead efforts in gathering, documenting, and organizing information for inclusion into and as part of procurement packages; including but not limited to detailed functional and technical requirements, market research, acquisition strategy, RFI submission/summations, developing SOW, PWS, SOO, and cost estimates (i.e., ROM, IGCE, etc.).
  • Serve as Contract Technical Manager to monitor and administer various contracts to implement new systems and provide user support to OCIO or other DOT organizations.
  • Support senior analysts and management in design, development, and application of current computer and telecommunications technology and infrastructure, including procurement and billing systems.

The ideal candidate is a seasoned professional, motivated self-starter with an expertise in website consolidation and modernization, user experience, third party tool management, information technology (IT) management policy relating to web and new media, and IT strategy.

CONDITIONS OF EMPLOYMENT:

  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • One year of demonstrated experience at the GS-12 level in applying policy and planning concepts and practices sufficient to lead the development and implementation of agency-wide technology strategies and guidelines for efficient and effective management of agency-wide IT program resources and customer support services.

AND
  • One year of demonstrated experience assisting with IT (Information Technology) project activities and resources to achieve project objectives and milestones.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Technology Awareness - Knowledge of developments and new applications of information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements.

  • For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
