Duties

DUTY 1
Performs Career Broadening assignments/duties; provides support, senior-level security expertise, guidance, and direction to the civilian and military work force within DAF directorates, MAJCOMs, numbered Air Forces, wings, or bases as assigned and serves as the DAF representative for related Special Access Management oversight.

DUTY 2
In a Career Broadening capacity, advises senior Acquisition leaders on complex security concepts and policies related to the execution of Air Force acquisition programs.

DUTY 3
Administers the information Security (INFOSEC) handling program for SAF/AAZ.

DUTY 4
Performs action officer duties for developing, implementing, managing, and monitoring policies, instructions, and procedures for SAF/AAZ Special Program Directorate personnel and technical security programs to reduce vulnerabilities and ensure compliance.

  • Career Broadening positions are managed by AFPC/DP2Z and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • May be required to travel by military and/or civilian aircraft in the performance of official duties.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and holidays.

  • Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to the SAP.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-12 grade level or equivalent under other pay systems in the Federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of security concepts, principles, practices and protection efforts to review, analyze, and resolve issues supporting advanced air. space, and cyber technologies, capabilities and operations, and to represent the DAF as the SAP security subject matter expert at Joint Service and National Agency working groups and policy making forums for both government and contractor operations.
  • Knowledge of a wide range of security concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems. Thorough knowledge of applicable Executive Orders, Federal laws and DoD security regulations and policies. Knowledge of classification rules, regulations, and processes sufficient to analyze and review classified documents and determine proper classification, downgrading, or declassification markings.
  • Knowledge of a broad range of security disciplines including Industrial Security (INDUSEC), Information Security (INFOSEC), Personnel Security (PERSEC), multi-disciplined security, technology development, the acquisition cycle, counterintelligence and security countermeasures programs and their interrelationship with the functions and processes of other intelligence organizations.
  • Skill and technical competence in multifunctional security principles and practices to serve as SAF/AAZ subject matter expert for assigned modernization security efforts, RTP, SCRM, Acquisition and Industrial security programs to develop program policy and procedures to respond to emerging and expanding security requirements and to resolve complex security enterprise problems for Air Force-wide applications. Solutions developed often result in new methods, approaches, or procedures.
  • Skill and technical ability in multi-disciplined security, technology development, the Defense Acquisition System, Planning, Programming, Budgeting, and Execution process, counterintelligence and security countermeasures programs and their interrelationship with the functions and processes of other intelligence organizations.
  • Ability to prepare and write detailed policy guidance on security and technology related issues and to interpret policy for implementation across an organization.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
