Summary

This position is the Associate Director of Performance & Risk within the Office of Performance, Risk and Evaluation (PEER). The PEER team reports to the Deputy Assistant Secretary within the Off. of the Chief Financial Officer. The incumbent will report to the Director of PEER and will manage staff who direct DOT program performance management, enterprise risk functions and reporting and will coordinate the performance and risk management related work of DOT's operating administrations.

Duties

The Supervisory Program Analyst:
  • Directs the development, implementation, and coordination of performance planning, performance monitoring, and reporting. Works with the CFO and Policy teams within the Office of the Secretary to establish key Departmental performance measures and objectives, strategic initiatives, and associated legislative and policy recommendations in alignment with the overall agency goals and the agency strategic plan.
  • Leads the development of the Department's Enterprise Risk process, working with the team on identification of risks as well as the development of materials to inform leadership within the Department.
  • Works with Departmental leadership to establish strategic direction for the Department, monitoring performance related to Departmental goals, and providing advice on the most effective use of resources, in a partnership with agency budget and performance staff.
  • Leads a team of analysts across the performance and enterprise risk functions, as well as coordinates the work of performance officers throughout DOT who support their respective DOT operating administrations.
  • Advances the Department's work on the use of data and analytics within the performance framework, coordinating closely with the head of the CFO data team, the Budget Director and Deputy Director, the Deputy Chief Financial Officer staff as well as the Chief Data Officer in capturing the most efficient ways to use data in performance management, risk management and to aide in overall departmental decision-making.
  • Coordinates with the PEER executive and the CIO team to oversee the implementation of the EPIC performance management system, working with stakeholders and users to ensure effective system implementation for the Department.
  • Leads the quarterly performance review process with Departmental leadership.
  • Directs a diverse team of employees and contractors, which requires a broad understanding of program performance.
  • Leads the development of the Department's Annual Performance Plan and Annual Performance Report and tracks and reports on the Department's progress in achieving its goals and objectives.
  • Acts as a key advisor to the CFO leadership and the Department leadership, identifying areas of performance growth and enterprise risk.

The ideal candidate has extensive leadership experience and the subject matter expertise needed to transform the program performance and enterprise risk management functions within the DOT. The candidate will be responsible for successfully designing and implementing a long-term plan to elevate these areas and integrate them into the DOT decision making process. This will require the ability to recruit and train analytical staff, to work independently, to develop high-quality briefing materials to be used by DOT's senior career and political leadership, to form strong partnerships across the performance community both within the Department and in the Federal performance space and to advance the Department's use of performance data in decision making. The candidate must effectively translate the priorities of senior leadership officials and executives and provide clear direction to staff in DOT's operating administrations. The individual would also effectively represent DOT when dealing with the OMB, Congressional Committee staff, and other external stakeholders. In addition, the individual should have deep experience managing teams and coordinating high-level deliverables on deadline.

  • FINANCIAL DISCLOSURE: Varies by position. If applicable, the applicant selected is required to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • REMOTE WORK: Remote work may vary by position, so this position may be eligible for Remote Work. Remote work means the residence is the full-time official duty location. The difference in salary is determined by the locality pay in each location. If selected for a remote work position, you must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United States and sign a remote work agreement.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience planning and executing briefings for senior leadership teams, including the development of presentations and high-level briefing materials that successfully distill complex topics to drive data-driven and high-quality decision-making.
  • Experience designing or leading functions such as strategic planning, performance management, using performance for decision-making, working collaboratively to identify risks within an organization and propose solutions, and experience linking priorities and performance outcomes to the resource process within a government context.
  • Experience designing and implementing a performance and strategic framework within a government contexts, whether at the Federal, State or local level, using executive level guidance such as the OMB Circular A-11 or other State and Local requirements.
  • Experience developing decision-making frameworks to help senior leaders best determine how to drive agency performance, consider resources in the context of agency performance and organizational objectives, and to evaluate enterprise risks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
  2. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
