This Planner IV position, provides high-level, comprehensive leadership within LDS and among all land development agencies involved in the review and enforcement of proffers.

Any combination of education, experience, and training equivalent to the following:

LICENSES AND CERTIFICATES REQUIRED:

This Planner IV position, provides high-level, comprehensive leadership within LDS and among all land development agencies involved in the review and enforcement of proffers.
Duties include:
- Implements, monitors and manages proffer enforcement programs and policies to ensure that proffers are complied with, efficiently reviewed and clearly tracked.
- Conducts regular outreach and training to all agencies and divisions who have responsibility to review and enforce proffers and manages an accountability program to ensure program success.
- Provides quality control checks and cultivates relationships with all agencies and divisions involved in proffer review to understand steps needed to gain compliance and the associated challenges.
- Provides troubleshooting support to developers and reviewers in resolving disputes regarding proffer compliance.
- Creates a metrics program to identify patterns and trends and metrics to identify improvements and lead the efforts to implement them.
- Works with all agencies involved in proffer enforcement to streamline reviews and tracking mechanisms.
- Provides regular training, feedback and guidance to staff involved in the review of proposed proffer language.
- Identifies further measures to improve proffers at the time they are written, to maximize effectiveness.

NECESSARY SPECIAL REQUIREMENTS:
- This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).
- The appointee is required to complete a criminal background check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Five or more years of experience in the field of land development.
- Five or more years of experience conducting regular training and outreach.
- Five or more years of experience in writing, reviewing, enforcing and/or tracking proffers and/or development conditions.
- Previous experience in preparing, reviewing, or enforcing entitlement applications, site/grading plans, building/architectural plans.
