Job Announcement

Manages the biweekly payroll process for all county employees, including but not limited to: merit and non-merit employees, public safety, police and fire, executive compensation, etc., including the analysis of business and technical processes, defining requirements, and coordinating definition requirements with other technical and functional teams and departments relating to payroll techno-functional processes. Applies advanced and expert knowledge of complex FLSA and county overtime rules & regulations, policies, varying pay scales, complex payroll business processing rules, leave plans, benefits and other Federal/State/Local employment regulations to ensure accuracy of payroll results. Documents payroll policies and procedures. Regularly consults and advises senior management on operations, impact and project status as it relates to payroll operations. Applies advanced knowledge of payroll business operations in order to ensure the accuracy of information for paychecks, benefits, court-ordered documents, fed/state tax law, employment laws, policy/procedures, mandatory reporting, data integrity and other relevant employment laws as they are enacted. Expert knowledge of payroll accounting, financial management, and W-2 preparation. Performs payroll analysis and ensures payroll GL accounts accurately reflects liability balances. Responsible for oversight of the Information Management Section. Assists in managing the daily operations of the Payroll Division.

Illustrative Duties

  • Expand, revise, and enhance County Human Resources systems, programs, and products consistent with County, State and Federal laws and regulations;
  • Provide consulting support to multiple business partners to proactively and creatively resolve complex Human Resources issues;
  • Lead cross-agency change initiatives throughout to improve services and meet the needs of the client agencies;
  • Collaborate with senior executives to design, develop, implement, and evaluate new human resource policies and procedures; Lead cross-functional project teams;
  • Manage projects from conception through implementation using accepted project management techniques;
  • Manage the procurement process for securing Human Resources consultant support, including drafting statements of work/requests for bid, evaluating proposals, selecting a contractor, and managing projects;
  • Apply systems solutions to business problems; trains users in system functions;
  • Serve as the subject-matter expert on Human Resources trends, legislation, policy and programs;
  • Lead complex Human Resources studies with County-wide impact or of diverse, complex organizational structures and/or functions;
  • Design and lead benchmarking studies to assess County Human Resources programs and policies;
  • May supervise the work of professional or administrative staff.
  • Performs and manages highly complex work designing, developing, and maintaining county-wide eLearning courses to meet on-demand training requirements. Develops requirements for new information technology solutions and support agency and countywide information technology projects.
  • Partners across the county to gather training requirements.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following :

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field plus four years of professional-level human resources experience including one year of specialized experience as a senior analyst within the specialized area.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer.

This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).

PREFERRED QUALIFICATIONS:
  • Five or more years of experience managing payroll for 4000 employees or more
  • 10 or more years of experience directly related to payroll duties and responsibilities;
  • Full cycle payroll experience
  • Experience with W-2’s
  • Experience in payroll accounting
  • Exceptional knowledge of applicable federal and state wage and hour laws;
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community;
  • Extensive knowledge and experience in implementing federal, state and County policies, procedures and regulations that impact County personnel and payroll records;
  • Ability to prioritize and multitask in a fast paced environment;
  • Ability to make recommendations to effectively resolve problems or issues;
  • Strong written and verbal skills, organizational excellence and interpersonal skills;
  • Extensive experience and proficiency working within an Human Capital Management (HCM) module of any Enterprise Resource Planning (ERP) application, such as SAP, PeopleSoft, Lawson or Oracle.
  • Possession of a professional Human Resources or Payroll certification, a plus.

PHYSICAL REQUIREMENTS:
This position is generally sedentary in nature; however the essential job duties include walking, standing, siting, climbing stairs, reaching and bending; uses hands to grasp, handle or feel; visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer; and, may require one to lift up to 15
pounds. All duties performed with or without reasonable accommodations.
