The Fairfax County Health Department is a progressive public health leader serving 1.2 million residents and providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information.

This position supports the Division of Emergency Preparedness and Response (EP&R). Under the supervision of the Assistant Division Director, supports and conducts all aspects of department and EP&R logistics systems and processes including the large cache of emergency equipment, supplies, and assets. Maintains a comprehensive electronic inventory management system reflecting accurate inventory 24/7/365. Conducts, maintains, and reports on EP&R equipment and assets including communications equipment, vehicles, deployment-ready equipment packages, and facilities. Ensures equipment and supplies are properly packaged, stored, documented, inventoried, maintained, rotated, and ready to deploy 24/7/365. Ensures safety procedures are followed at all times in warehouse and field settings. Conducts testing of department assets. Maintains EP&R vehicles and trailers, generators, and mobile freezers/coolers. Supports the creation and revision of logistics-related written products and trainings; supports logistics trainings and briefings. Provides administrative and logistical support to EP&R programs, projects, and events; responds to public health emergencies providing logistical support in the field. Serves on the department's Incident Management Team for emergency responses and planned events. Operates in office, warehouse, and field settings; routinely operates a forklift (training and certification provided). Serves as a logistics subject matter expert to department and EP&R programs and initiatives and represents EP&R on logistics-related committees as directed.

Note: The assigned functional areas of the position are project management, logistics management, inventory management and data research analysis.

The hourly salary rate will not exceed the midpoint $34.88 (commensurate with experience).

This is an emergency responder position -
As an emergency responder working in an emergency response organization, during an emergency activation, employee may be required to work irregular hours, work at a location other than the official duty station, support the department on a 24/7 basis and perform duties other than those specified in the employee's official position description. Required to work nights, weekends and be available for emergency activations.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area.

BRIDGE CLASS EMPLOYMENT STANDARDS
Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a child protective services check, and a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
  • Experience in and understanding of public health emergency preparedness and response and emergency management.
  • Experience working in logistics and/or supply chain management.
  • Experience using an electronic inventory management system.
  • Experience operating a forklift in a warehouse setting.
  • Strong written and oral communications.
  • Experience responding to real world emergencies using the Incident Command System (ICS) and other recognized emergency management principles and practices.
  • Strong organizational skills that reflect an ability to manage multiple priorities and time-sensitive projects and deliverables with excellent attention to detail.
  • Flexibility to work in a dynamic, emergency preparedness and response-focused environment.


PHYSICAL REQUIREMENTS:
To perform the essential functions incumbent must have the ability to frequently stand; walk; use hand to finger, grasp or feel; reach with hands and arms (in any direction); push, pull; stoop, kneel, crouch, balance; bend, twist, climb stairs; and occasionally sit.
Visual and audio acuity is required to read information on electronic screens and printed material; monitor radios and other audio systems.
Ability to operate keyboard driven equipment, touch screen electronics, and communications equipment (e.g. radios, satellite phones, etc.). In addition, ability to operate keyboard driven equipment and communications equipment (e.g. radios, etc.) is required.
Maintain a valid driver's license; ability to operate a motor vehicle, including large SUVs, trailer and hitch, forklift and pallet jack is required.
Lift/move materials and/or equipment up to 50 lbs.; exceeding 50 lbs. with assistance of other staff or equipment. Incumbent must be able to work in office and non-office environments, work in all weather conditions, and available to work off-scheduled hours (evenings/weekends; nighttime hours and emergencies).
