Alexandria is committed to leveraging technology and information systems to better understand how our mobility network operates and fundamentally improve our service delivery and infrastructure. This is where the Smart Mobility program exists: at the intersection of the city’s data-driven decision-making and holistic vision for mobility.

The Program Analyst works closely with the Smart Mobility Program Manager to develop procedures for data collection, integration, and use. Clear communication and coordination with data owners is essential to ensure data is properly modeled. In conducting this work, the Analyst works closely and collaboratively with the Departments of Information Technology, Transportation Operations, Transportation Planning, and other departments as needed. Work is performed under general instruction from the Division Chief, Deputy Director, or Director with considerable latitude for initiative and independent judgment on assigned projects.

The Department of Transportation and Environmental Services (T&ES) is seeking an innovative and creative analyst to support the Smart Mobility program. This person will stitch together new and existing data sources to answer key questions about our transportation systems and design improvements. They will work collaboratively with other teams and departments to understand requirements, research new and emerging technologies for implementation, and manage data streams to ensure accuracy and transparency.

Key Activities
  • Managing large datasets and performing comprehensive data analysis to identify opportunities for process improvement, cost optimization, and enhanced service delivery such as collected traffic data and crash data from various sources.
  • Collecting, analyzing, and interpreting transportation and other data to identify equitable solutions for unique problems
  • Designing and building dashboards that merge data from different sources into a platform that benefits multiple teams. Ex: Merging live bus tracking data from WMATA’s system with DASH’s system.
  • Serving as data steward for updates to the city’s digital models. Ex: Keeping the Traffic Signal Viewer and Smart Mobility Viewer up to date with new improvements and installations.
  • Mid-level GIS analysis and the development of new maps to track smart mobility efforts and report on progress. Ex: Helping to better track deployed hardware to manage city inventory.
  • Collaborate to develop solutions to improve tracking and create work orders to initiate and complete smart mobility-related installations and maintenance through various software and applications such as Smartsheet and CityWorks. Example: Working with Traffic Operations to execute and track repairs.
  • Working alongside other teams and departments to define and prioritize needs, questions, and requirements to advance Smart Mobility/Smart Cities goals within the City
  • Exploring new technology vendors and assessing their ability to meet the requirements of the Smart Mobility Program.

Minimum & Additional Requirements

Four-Year College Degree; three years of experience performing statistical analysis, including documented experience in conducting analysis and summarizing findings and conclusions in both verbal and written form; two years of experience in work that involves research, marketing, or planning and developing of programs; considerable knowledge of the principles and practices of statistical analysis; knowledge of marketing techniques; thorough understanding of federal, state and local laws; knowledge of computers, information management systems, and related software such as Microsoft Office; ability to analyze and evaluate programs and to recommend improvements and solutions to problems; ability to plan, organize, and implement programs and to write clear, complete, and logical reports and proposals; ability to establish and maintain effective working relationships with citizens, governmental officials, representatives of private agencies, and community groups; ability to communicate effectively, both orally and in writing; ability to establish and manage a budget; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Four-Year College Degree or Master's Degree; thorough understanding of principles and practices of public administration; knowledge of municipal government programs and services; experience using other analytical software; experience giving presentations and writing analytical reports.
