Job Description
This is professional and managerial work to oversee the planning and execution of emergency preparedness programs within the Emergency Preparedness Directorate. Work includes developing, implementing, and managing a wide-range of programs that provide for the life safety of Senators, staff and visitors on Capitol Hill, in coordination with internal and external stakeholders. Includes working with senior leadership to ensure life safety procedures and policies are executed during an emergency. Oversees a team that is responsible for major life safety and continuity programs, emergency operating procedures, facilities, equipment, and emergency communications. Work includes contract management, development of long-term strategies, and budget formulation and execution. Work is performed under the direction of the Director of Emergency Preparedness.

Examples of Work
Directs and manages operational and planning components of key emergency preparedness and continuity programs, to include management of contracts and contractors as applicable. Develops, analyzes and maintains classified and unclassified policies, procedures, agreements and programmatic materials/publications. Advises Senators and other senior decision makers on planning efforts and makes recommendations for activation or other action. Advises, coordinates and manages life safety, emergency action, protective action, continuity of operations, evacuation, transportation, and reconstitution policies and plans with Congressional and inter-governmental partners. Establishes and maintains effective working relationships with partners throughout all branches and levels of government. Manages the day-to-day Emergency Preparedness staff and functions. Supervises section staff by providing direction, setting priorities, assisting with problem resolution and reviewing and evaluating work, counseling staff and conducting performance reviews. Manages the operational readiness of emergency preparedness capabilities and assets. Conducts site surveys, periodic inspections and plan updates. Serves as the Senate Sergeant at Arms (SAA) representative and directs the work of Senate staff related to emergency programs during activation. Works closely with the Director in the development and management of the section budget; analyzes and reconciles monthly budget reports; provides input for budget testimony. Authors contract Statements of Work (SOWs), serves as chair of contract evaluation committees, and acts as Contracting Officers Representative (COR) on major contracts. Represents the SAA organization in meetings and activities with other Legislative Branch, Executive Branch, and Judicial Branch organizations and at the Incident Command Post during emergency events. Oversees the testing, training, and exercising of key life safety capabilities, assets, plans, and procedures. May serve as the Director in his/her absence.

Minimum Qualifications

Emergency Preparedness and Mitigation Manager

  • This Emergency Preparedness and Mitigation Manager position is responsible for overseeing the planning and execution of office specific life safety plans and training for the U.S. Senate Sergeant at Arms.
  • Applicant resumes should demonstrate experience or knowledge similar to the areas noted in this addendum.
  • Incumbent develops, analyzes, and maintains emergency action plans for each employer within the Senate in the National Capital Region.
  • Ensures Senate offices understand how to account for staff following an emergency and that this information is provided to law enforcement.
  • Incumbent must have a working knowledge of general principles and practices of emergency management, emergency action plans, occupant emergency plans, and OSHA compliance regulations.
  • Incumbent oversees a team that identifies gaps in current Senate life safety procedures and capabilities and works to address them through the development of plans, programs, policies, emergency operating procedures, research of best practices, drills, contract management, long-term strategies, and comprehensive budgets.
  • Incumbent directs and manages operational and planning components of life safety programs, to include management of contracts and contractors as applicable.
  • Incumbent manages emergency action plans, training, and drills for a variety of off-site facilities in the National Capital Region occupied by Senate staff.
  • Incumbent develops, oversees, and provides training to staff on a variety of emergency preparedness topics.
  • Incumbent ensures the operational readiness of certain life safety sites and capabilities.
  • Incumbent acts as exercise director for tabletops, drills, and full-scale exercises for life safety programs.

Work requires a Bachelor’s Degree in emergency management, disaster/business recovery, business management, public administration, or a related field and five to eight years of experience in program management, emergency management, emergency communications, continuity of operations or any equivalent combination of education and experience that provides the following knowledge, abilities and skills:

  • Knowledge of general leadership principles and a demonstrated history of leading staff.
  • Knowledge of general principles and practices of Emergency Preparedness/Continuity of Operations/Continuity of Government and demonstrated ability to develop detailed plans, procedures, and policies.
  • Strong project and time management skills as well as strong organizational skills. 
  • Demonstrated ability to provide effective program management, to include organizing and coordinating resources, and prioritizing objectives, to achieve program and organizational goals.
  • Ability to analyze complex issues and provide recommendations for action.
  • Ability to plan, manage, direct and supervise staff, recruitment, training, and evaluation processes.
  • Ability to create and monitor budgets and expenditures.
  • Ability to establish and maintain effective working relationships with Senate staff and Congressional partners.
  • Ability to communicate effectively in English, in writing and orally, to include presentations.

Physical Demands and Working Environment

Work is performed primarily in an office environment with no exceptional physical demands. Requires periodic travel.

Licenses, Certification and Other Requirements
Position requires the ability to obtain and maintain a Top Secret/SCI Security Clearance. This position requires the incumbent to be available at all times for sudden recall in response to emergency events affecting the Senate campus/community, and to potentially deploy to alternate sites in support of the Senate’s emergency operations. Conditions of Employment
To be employed by a Senate employing office in a paid position in the continental United States an individual must:
1. Be a U.S. citizen;
2. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B);
3. Be (i) admitted as a refugee under 8 U.S.C. § 1157 or granted asylum under 8 U.S.C. § 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or
4. Owe allegiance to the U.S. (i.e., qualify as a non-citizen U.S. national under federal law).
