Duties

  • As a Data Scientist (Staff Fellow) in OST, you will:
  • Serve as a subject matter expert in data science and analytics related to medical device supply chains.
  • Participate in RSCP data analytics activities including but not limited to data sourcing, data acquisition, data cleaning and validation, data ingestion, data management, and EDA.
  • Participate in RSCP modeling activities including but not limited to stakeholder meetings, problem definition, conceptual modeling approach, alternative model, model building and testing, results presentation, visualization, and model implementation.
  • Develop machine learning models to detect and identify supply chain trends and associated risks at early stages and, Represent RSCP in assigned FDA-wide data science efforts related to supply chain resiliency.
  • Support RSCP efforts to develop a comprehensive, state-of-the-art data acquisition, analytics, and modeling strategy to support overarching programmatic goals. Manage assigned projects and tasks including timelines and risk management.
  • Work collaboratively with the CDRH digital transformation/data modernization (DT/DM) team to develop a comprehensive enterprise-wide supply chain data governance strategy that includes management, security, transference, and integration components
  • Collaborate with colleagues across CDRH to continuously evaluate the medical device supply chain, and to research emerging technologies to enhance and advance data collection, standardization, integration, and programmatic goals and objectives.
  • Draft recommendations for Program and Office leadership, to describe data science activities, analysis, results, and conclusions to assist in addressing supply chain vulnerabilities, risks, and regulatory decision-making and succession planning.
  • Work with leadership to forge partnerships with medical device manufacturers, suppliers, foreign agencies, professional scientific organizations, federal, state, and local stakeholders; regarding the manufacturing and delivery of medical devices.

Qualifications

BASIC QUALIFICATION REQUIREMENTS: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Minimum Qualifications for RG-00 (Equivalent to GS-13): You must possess one year of specialized experience, equivalent to the GS-12 or equivalent band level of responsibility in the Federal service, to include: Providing specialized data science knowledge to include analytical expertise in and/or relevant to the development of tools and systems for supply chain and shortage analysis and identifying and collecting data about medical device supply chains from external and internal sources.

Minimum Qualifications for RG-00 (Equivalent to GS-14): You must possess one year of specialized experience, equivalent to the GS-13 or equivalent band level of responsibility in the Federal service, to include: Developing methods to analyze supply chain and/or relevant and/or similar types of data from disparate sources and analyzing data sets to determine the quality and content and verify clean data for ingestion to maintain use in supply chain and device shortage analysis.

Education

Desirable Education: A doctoral-level degree from an accredited institution of higher learning, such as a Ph.D. or D.V.M., or other research doctoral-degree widely recognized in U.S. academe as equivalent to a Ph.D.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • Security and Background Requirements: This position requires a Security Clearance . If not previously completed, a background security investigation will be required for all appointees.
