Duties

As a Supervisory IT Specialist, you will:
  • Responsible for areas such as website consolidation, strategy, and modernization, and leads the user experience and third-party tool management, as well as information technology (IT) management policy relating to web and new media. Work closely with Operating Administrations (OAs) and OST staff to monitor accountability and responsibility in all areas of web and new media.
  • Responsible for digital services and management activities related to web projects between the Office of the Chief Information Officer (OCIO) and Departmental Operating Administrations (OAs).
    Participates and supports agency-wide web initiatives, tracking of Departmental web sites to ensure adherence to agency and federal government standards in accessibility, user experience, security, and other web best practices for engagement such as search engine optimization (SEO) and writing for the web in plain language.
  • Ensure web governance and increases awareness of Departmental shared services and digital service tools to promote user engagement.
  • Support the Department's web customers, leveraging the OCIO Drupal content management system, and is responsible for the management and adoption of third-party tools for a logical, user focused digital experience using but not limited to tools that include email marketing, accessibility, usability, security, analytics, and user experience and engagement. Multi-tasks several high-priority work streams and delivers on time for Departmental customers, leveraging project management methodologies in daily practice.
  • Perform all supervisory authorities for staff under the position's purview. Making decisions on work problems presented by team leaders, or similar personnel, or by contractors; Plans and establish the work schedules, deadlines, and standards for acceptable work; coordinate and integrate contractor work schedules and processes with work of subordinates or others; makes assignments based upon the difficulty/complexity, the type of work and the employee capabilities. Reviews, accepts, or rejects work accomplished. Develops performance standards. Ensures training and development needs of the employees are met. Hears and resolves employee complaints and refers the more serious unresolved cases to the next appropriate level. Recommends action in serious disciplinary cases and those involving employees. Interviews candidates for positions and makes selection. Makes decisions on work problems presented by staff. Periodically reviews job descriptions of subordinates for currency and accuracy; reports detailing of employees to jobs other than their own; initiates or participates in review and improvement of work methods. Makes or approves selections for subordinate nonsupervisory positions; and determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Advises the Deputy Director of issues/potential issues that could embarrass the Department, meets with senior level staff with Deputy Director to discuss these issues.
  • Serve as the Contract Officer's Representative (COR) on contracts relating to strategic communications, web and new media supporting the Enterprise Delivery Platform Team business analytical program activities and projects

CONDITIONS OF EMPLOYMENT:

  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience developing and executing web development projects and task planning for organization.
  • Experience in the planning, development, and executing of web and media information that are essential to the maintenance of web services within an organization.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Compliance- Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Technology Awareness - Knowledge of developments and new applications of information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements.
  • Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.

    Education

    Individual Occupational Requirements for the 2210 Information Technology Management Series, for GS-5 and above: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
