Please note the areas of interest provided below, as this announcement is for various positions within the VFCC.

The DHS Volunteer Force deploys, manages, and demobilizes federal employee volunteers that have been released from their DHS component or federal agency to perform general (and occasionally specialized) duties in support of DHS components that need additional staff resources not available organically to respond to a crisis. Currently, the DHS VF is deployed to support U.S Customs and Border Protection (CBP) to mitigate a surge in migration.

Maintain contact with volunteers (email, telephonically)
-Use SharePoint, TEAMS, Excel and other databases to generate reports.
-Ensure the effective exchange of data, assist in resolving complex issues and problems related to the deployment of volunteers.
-Make recommendations where needed for resolution of complex issues and problems that arise.
-Reply to volunteer questions related to all aspects of the volunteer's deployment.
-Review and analyze administrative policies, clarify confusing guidelines, make recommendations to supervisor for changes to administrative policies and procedures for operational clarity.
-Manage a variety of administrative operations/functions.
-Assist in providing the full-spectrum of support for volunteers through all phases of the deployment process.
-Additional duties based upon the assigned team
-Create and submit travel documents (Authorization and Voucher) on behalf of volunteer.
-Provide detailed voucher to volunteer to ensure all valid expenses are reimbursed.

Areas of Interest
Planning Team: The Planning Team Specialist is responsible for the planning, selection and assignment of volunteers. The incumbent communicates directly with volunteers to inform them of their deployment invitations, and also communicates with Component Program Managers and DHS Volunteer Force Coordination Cell (VFCC) team members to accomplish all actions needed to invite volunteers to deploy. The specialist also keeps the volunteer database in compliance with VFCC policies.

Interagency Team: The Interagency Team Specialist is responsible for the planning, selection and assignment of volunteers from Federal Agencies. The incumbent communicates directly with volunteers to inform them of their deployment invitations, and also liaises with Agency Program Managers and DHS Volunteer Force Coordination Cell (VFCC) team members to accomplish all actions needed to invite volunteers to deploy. The specialist also keeps the interagency volunteer databases and VFCC databases in compliance with VFCC policies.

Travel Team: The Travel Team Specialist is responsible for ensuring travel authorizations and vouchers are input (via concur) on a bi-weekly basis for all volunteers with the exception of CBP employees. The incumbent communicates directly with volunteers to determine applicable costs for reimbursement on a bi-weekly basis, inputs travel into concur, updates travel log, attends training on a monthly basis with the travel team and communicates daily the the travel team. **Must be a CBP employee with some Concur experience.

Operations Team: The Operations Lead is responsible for the entire operation to include setting up and managing the VF in compliance with the VFCC Standard Operation Procedures. The Operations Lead ensures the DHS VF complies with all DHS Policies by establishing the policies the VF will follow. The Operation Lead advises the DHS VF leadership.

Budget Team: The Budget Team is responsible for the formulation and execution of budget requirements including but not limited to estimating, invoice processing, reconciliation, 7600A&B completion, and journal voucher preparation.

Field Team: The Field Team is responsible for all volunteers who are deployed to the field. The Field Team ensures volunteer's compliance with DHS VF Policies to include deciding on a volunteer's continued deployment. The Field Team is also responsible for assessing operations, training leadership, planning volunteer's deployment locations and communicating with the DHS VFCC team members the operational status and needs of the Field.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Ability to communicate orally and in writing; engaged in constant communication with officials involved in program support operations.
  • Ability to inform the supervisor and team members of potentially controversial findings, issues, or problems that may impact the DHS VF.
  • Ability to establish personal contacts with DHS managers/ supervisors, subject matter experts, high-level officials in other Federal agencies, etc.
  • Experience developing and presenting data reports to leadership for review.
  • Experience (Intermediate) using software programs (e.g. Microsoft Office Suite, SharePoint, Teams, etc.) for tracking projects and reporting outcomes.
  • Well-organized and be able to multi-task on a variety of projects.
  • Attention to detail.
  • Ability and willingness to periodically perform substantial amounts of overtime.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
