Summary

This position is located in the William J. Hughes Technical Center; Laboratory Services Division, ANG-E1; Laboratory Maintenance Branch, ANG-E15; Communications Maintenance Section, ANG-E153. The incumbent is an IT Specialist (Customer Support) in the Communications Maintenance Section.

Duties

These types of positions administer, develop, deliver, and support information technology (IT) systems and services. The IT Specialist serves in an advanced capacity, as such he/she designs, manages, supervises, or performs the work necessary to design, implement, maintain, or modify systems for solving problems or accomplishing work processes by the use of computers. Such work typically involves analytical and evaluative work concerned with integrated systems of computer programs and/or computer equipment systems, complex problem solving or accomplishing work processes by the use of computers. Incumbent may serve as a Group Leader, Contracting Officer Representative (COR), or Technical Advisor to special working groups and is generally performed under the guidelines of an Organizational Quality Management System.

Performs a mixture of routine and multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as an individual contributor and/or member of a team. May perform some leadership functions for small projects/programs/teams.

Applies experience and detailed technical knowledge applicable to his/her discipline to plan and accomplish assignments. Typical assignments may include:
• Respond in a timely fashion to customer requests and trouble tickets.
• Adhere to laboratory schedule as required by user/tester community and initiates tasks for other employees; defines goals; provides technical advice and assistance; reviews progress; and evaluates work for completeness and accuracy.
• Provide testing and debugging of various types of Communications equipment, prepare written reports, and first level maintenance support of existing and future NAS Communications systems.
• Serves on technical committees and work groups related to customers needs. Provides technical advice and guidance to management concerning user requirements and system limitations.
• Perform a variety of tasks on multiple systems including: preventative maintenance, corrective maintenance/repairs, equipment modifications, new equipment installations, fault analysis, and performing complex trouble shooting of electronic equipment and systems to resolve issues.
• Prepares recommendations to management to include costs and benefits of alternative approaches.
• Oversees the implementation of hardware and software systems. Makes determinations of proper hardware and software configurations; establishes benchmarks for system performance.

Demonstrates some independence in planning time and using assigned resources to accomplish assignments and small projects.

Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced technical specialist. May provide recommendations to improve work processes.

Work activities typically support the activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/SO. In some areas, the work may affect the safety and security of customers.

This is a career path progression position and has full promotion potential to the pay band -I without further competition. Promotion will depend upon the selectee meeting training, qualification requirements, and recommendation by the supervisor.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS 5-9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience performing maintenance and configurations of hardware and software associated with large scale voice communications systems, Air/Ground radios, radio control units, digital voice recorders, and computer networking equipment.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
