Chenega Analytic Business Solutions (CABS) provides federal agencies and commercial customers with trusted insights into Records and Information Management, Administrative Solutions, Information Technology, Engineering, and Training. Formed in 2017 to serve federal and commercial customers, CABS is 8(a) certified and has grown quickly into a leader in the federal IT and Training environment.

The Instructional Systems Designer will provide instructional systems design support to FEMA's Emergency Management Institute (EMI).

Responsibilities
  • Review, analyze, and evaluate products to ensure they conform to instructional design standards as established by the government.
  • Perform course development deliverable reviews to ensure materials conform with curriculum standards.
  • Edit course materials by EMI curriculum standards.
  • Support EMI course managers in the development of instructor-led training in the learning management system by developing and populating the course shell.
  • Record and maintain best practices for course development and delivery in the learning and content management systems.
  • Provide support for routine system tasks in the learning management system such as updating student lists.
  • Provide quality assurance support. Ensure existing course materials meet curriculum standards and make correction recommendations when necessary.
  • Cross-check course materials for consistency of key information and identify missing or outdated course components.
  • Populate and revise documents, presentations, and spreadsheets, and compile and review data for analysis by EMI staff.
  • Complete annual company and customer require training as required.
  • Complete the timesheet daily in an online system according to company policies and procedures.
  • Other duties as assigned.

Qualifications
  • Bachelor's degree in Instructional Systems Design
  • Master's degree preferred.
  • May substitute BA/BS in Education or related subject if transcripts show 24 semester hours of course work in Adult Education. Coursework must include 4 of the 5 areas below.
  • Learning theory, psychology of learning, educational psychology : Study of learning theories as they relate to the systematic design, development, and validation of instructional material for adults.
  • Instructional design practices : Study of the principles and techniques used in designing training programs, developing design strategies and models, and applying design methods to the improvement of instructional effectiveness.
  • Educational evaluation : Study of the techniques for evaluating the effectiveness of adult instructional/educational programs, including developing written and performance tests and survey instruments, and determining the reliability and validity of evaluation instruments.
  • Instructional product development : Study of the techniques appropriate for developing adult training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • Computers in education and training : Study of the application of computers in adult education and training, including selecting appropriate computer software
    • 5+ years of experience in instructional design and/or technical writing experience.
    • Must be a U.S. citizen
    • Ability to pass a FEMA background check before starting

    Knowledge, Skills, and Abilities:
    • Ability to perform duties and responsibilities listed with minimal supervision.
    • Must know modern office practices and procedures.
    • Ability to effectively communicate in written and verbal English language.
    • Possess leadership and problem-solving skills
    • Ability to multi-task in a high-stress, performance-based environment.
    • Ability to self-start and work independently or as a team.
    • Ability to travel locally up to 10%.
