ITS Coordinator

An Overview
The Department of Transportation and Environmental Services (T&ES) is seeking an ITS Coordinator to serve as the lead analyst related to data, processing, and technology on behalf of the department with the goal of improving service delivery to our internal customers. This work involves gathering and analyzing data, conducting research, and evaluation, identifying insights and findings, developing practical and actionable recommendations, producing, and delivering clear reports and presentations, as well as developing internal performance dashboards. In addition, this individual will serve as the liaison between T&ES and the Information Technology Services (ITS) Department. The coordinator will coordinate with ITS on the continuing implementation of CityWorks, our Computerized Maintenance Management System (CMMS) and will be the department’s primary technical lead on the City's new 311 system.

The Opportunity
  • Acts as a liaison between the department and ITS, participating in weekly coordination calls and disseminating information as needed
  • Leads the department’s technical support of the continued 311 implementation;
  • Manages and tracks the status of the ITS/ T&ES Strategic Plan, project proposals (including project plans, charters and budget requests) for the implementation of new systems and upgrades to existing systems
  • Conducts studies to evaluate service delivery impact, efficiency, business processes, and/ or performance and recommends changes for improvement using both qualitative and quantitative techniques
  • Prepares project scopes, statements of work, and charters; monitors development of the work/project; meets with vendors and negotiates costs of software/hardware and installation
  • Writes memorandums and reports that describe analytical findings and recommendations and present to department staff and leadership
  • Works with large and complex datasets and assists with data collection
  • Develops interactive dashboards which support the entire department in measuring service delivery and facilitate public engagement and transparency
  • Assists department leadership in developing and tracking key performance measures;
  • Serves as the key liaison between the department and the Office of Performance and Accountability
  • Coordinates and conducts training for users on city and departmental systems, develops training materials and lesson plans to ensure commensurate levels of computer literacy that result in the fullest utilization of available systems and equipment
  • Performs other duties as assigned

Minimum & Additional Requirements

Minimum & Additional Requirement:
Two Year College Degree; working knowledge of City information management systems and previous experience providing technical support or training to end users; considerable experience in the analysis of departmental activities and functions, and in the design of systems for accomplishing work through computer and telecommunications technology; completion of college-level courses in computer science, information management, accounting, and/or business administration or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Requires management/supervisory skills and customer support relationship skills, ability to interface with higher management as well as outside department vendors and agencies in support of department technology needs.

Preferred Qualifications

The ideal candidate should have a thorough knowledge of project management, accessing methods, equipment types, applications, management principles, policies and system design approaches used in management information systems; good knowledge of departmental management information systems and related work processes; good knowledge of network and stand-alone computer-based systems, and of the methods and procedures used in operating those systems; skill in detecting, tracing and eliminating mistakes in computer programs; hardware failures, network interface issues, ability to coordinate and work effectively with key officials and employees; ability to train employees in the methods and procedures used in the operation of management information systems; ability to be a change agent to select products to assist department as well as city in reaching its goals; strong leadership and supervisory skills.
