Duties

Provides senior, executive level substantive content review for I&A finished intelligence analysis, ensuring that finished intelligence products are concise, logical, and easily understood by the customer; address second- and third-order effects; incorporate larger policy context and broader customer needs; and connect to and advance established analytic lines. Maintains awareness and understanding of I&A, DHS IE, and IC analytic lines, as well as DHS and USG policy efforts, to ensure I&A finished intelligence analysis provides unique insights to customers.

Works closely with analysts and analytic reviewers across DHS I&A to provide feedback on and to improve the quality of analytic production. Prepares appropriate guidance to workforce to ensure all relevant analytic directives, processes, and procedures, are considered in I&A's analysis.

Advances analytic performance through instilling analytic methodology, techniques, and tools on highly complex problem sets and by collaborating with I&A analytic chiefs during conceptualization and review of products. Provides recommendations for continued development of the I&A analytic professional cadre in collaboration with the Office of the Research Director and the DHS Intelligence Training Academy.

Performs other duties as assigned. Some situational telework is approved.

Qualifications

Qualifications required:
  • Mastery of writing and reviewing finished intelligence products for high-level policymakers and operational customers. Familiarity with policies and procedures regarding customer requirements, analytic storytelling, analytic tradecraft, Intelligence Community writing styles, and classification of intelligence products. Expert knowledge of substantive review techniques.
  • Mastery in applying analytic methodologies and techniques in solving or addressing intelligence issues.
  • Expert knowledge of analytic tradecraft standards and ability to balance tradecraft standards with customer needs in order to advance the quality of finished production, tell compelling analytic stories, drive analytic production planning, and instill structured analytic techniques and innovative methodologies.
  • Expert ability to collaborate with authors, reviewers, and analytic units to provide constructive feedback and suggestions aimed at improving the quality of finished intelligence production.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
