The Department of Family Services seeks an experienced IT project manager to handle multiple software projects from inception to implementation. You will lead technical teams, create innovative tools to solve business problems, develop funding proposals, analyze the impact of system changes, provide excellent customer service, and more. Manages deployment and use of Information Technology (IT) resources for the Department of Family Services (DFS) in order to maximize the efficiency and effectiveness in supporting department-wide and program-specific requirements. Develops business and information technology plans that address business development changes, enhancement and maintenance of computer systems and technology to meet the needs of DFS users. Leads and directs work teams to conduct analysis, design, construction, implementation and maintenance of computer systems as needed. Serves as lead project manager for department-wide IT projects. Also ensures security and privacy of data in DFS systems. Oversees and coordinates the process of agency planning, decision-making and troubleshooting for DFS information technology systems. Leads development of funding proposals for information technology resources including county budget submissions, grant proposals and contracts. Coordinates and collaborates with county Department of Information Technology for planning and developing standards and in analysis of the impact of enterprise-wide systems changes and state mandates with DFS systems. Serves as principal liaison on system requirements for DFS with the county and state departments of information technology. Serves on the department’s strategic planning and development teams. The work requires broad-based knowledge of public sector management practices with extensive knowledge of human services processes, policies and programs and how information technology can be used to enhance business processes, services to clients, efficiency, and achievement of desired service outcomes. Also requires experience with technology and data and its applications and the ability to apply the principles, practices, tools, and techniques of team-based management. Manages DFS IT equipment inventory, procurement, and works with the Department of Information Technology and the Virginia Department of Social Services IT to maintain and replace equipment.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in computer information systems, business administration, or related field; plus five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.
CERTIFICATES AND LICENSES REQUIRED:
None.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and a Child Protective Services Registry check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Ability to lift up to 20 lbs.
Sufficiently mobile to attend meetings and make presentations.
Ability to use automated technology.
Ability to travel to neighboring localities and throughout Virginia in order to attend meetings.
