Job Summary
Aptive is seeking a dedicated, forward looking Program Manager to support digital transformation within the Department of Veterans Affairs (VA). This individual will work with the Office of Information Technology (OIT) to support the administration's mission with activities such as: project and product line management; Agile and Scaled Agile practices; and operations processes to DevSecOps best practices such as Continuous Integration/Continuous Delivery (CI/CD). We are seeking an individual committed to delivering and improving quality services to Veterans.
A Program Manager must have experience with diverse IT projects both large and small. Must be able to manage a portfolio of projects, diverse team and multiple firms supporting one mission. Must be well versed in full systems development life cycle (SDLC), enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices. Must be able to identify and mitigate risks to the program. Must be able to manage to cost, schedule and performance.
This position will provide project management support, to include all the necessary technical, business, and administrative planning; organizing; managing; coordinating; tracking (e.g., schedule, deliverables); performance management; and resource management required to perform all the program activities successfully.
This Manager level, full-time position is a remote opportunity; occasional travel will be required.

Primary Responsibilities
- Manage a team of software system architect, analysts, training and writer in support of:
- Organizing projects and activities in accordance with the mission and goals of the organization.
- Developing newly won projects to support the strategic direction of the organization.
- Creating and managing long-term goals across projects.
- Developing a budget and operating plan for the program.
- Developing an evaluation method to assess program strengths and identify areas for improvement.
- Ensuring goals are met in areas including customer satisfaction, safety, security, quality, and team member performance.
- Implementing and managing changes and interventions to ensure project goals are achieved.
- Act as a point of escalation.
- Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
- Producing accurate and timely reporting of program status throughout its life cycle.
- Analyzing program risks.
- Business development tasks including input/assessment of prior work and how it might be used to gain new work.
Minimum Qualifications
- Masters's Degree in Engineering, Computer Science, or Related Scientific /Technical Discipline is required.
(10 years of additional relevant experience may be substituted for education.). - 15 years related experience required
- Proven experience in program management.
- Proven stakeholder management skills.
- Proven experience managing a team.
- Must have experience with diverse IT programs both large and small.
- Must be well versed in full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices.
- Ability to obtain and maintain a public trust clearance.
- Legal authorization to work in the U.S.
Desired Qualifications
- Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
- Strong customer interaction skills and a demonstrated ability to work with various stakeholders-including government Senior Executives-across multiple tasks.
- Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
- Capable self-starter with a drive to get all types of work done and high attention to detail.
- Management of diverse teams and experienced consultants across various roles and responsibilities.
- Excellent ability to communicate across most mediums and settings.
- Knowledge of military and Veteran populations.
