Job Summary

Aptive is seeking a strategic, detail-oriented Proposal Manager with demonstrated experience managing and drafting intricate and winning federal business proposals, particularly in the Healthcare domain sector, to join the Bid & Proposals (B&P) group. The B&P group is an existing team focused on supporting the organization to achieve long-term and short-term business growth goals. The B&P group provides business development, capture and proposal management, technical writing, strategic pricing, and graphic development support services across the organization and is responsible for establishing and enforcing governance/standards and performance reporting that must evolve as the company continues to grow. As a member of the B&P group, the Proposal Manager leads the preparation and development of advanced, compelling client solution-focused business proposals.

This role requires a collaborative team member who can effectively work across all levels of Aptive, gathering information and producing critical content under tight deadlines. You must be able to proactively engage with key stakeholders to ensure all written content is appropriate and up to the highest quality standards, while maintaining complete fidelity to accuracy and proper handling of sensitive information. The Proposal Manager must be able to understand Request for Proposal (RFP) requirements, synthesize discussions with company resources and leverage existing documentation to develop effective written responses. Attention to detail and your ability to respond to feedback productively will be an excellent asset. A professional who is an excellent narrative writer who enjoys the proposal writing experience will be an ideal team member.

This is a full-time position with a hybrid schedule (75% remote, 25% on-site in Alexandria, VA).

Primary Responsibilities

  • Interprets and analyzes appropriate data to write and/or review proposals that support
  • client solutions, incorporating graphics and tables as needed.
  • Works collaboratively to ensure the proposal and related documents align to operational strategy and budget; ensures the proposal response meets client's request and follows up with contributors and subject matter experts as needed.
  • Works effectively with senior leadership as contributors and/or reviewers.
  • Creates initial template for proposal and then passes to project team for technical completion.
  • Provides quality control and feedback on process or procedure improvement within department and/or cross-functionally.
  • Assists in identifying need for and/or managing strategic library content.
  • Participate in proposal kickoff meetings and solution sessions to inform proposal content.
  • Engage with various stakeholders and subject matter experts and use information obtained during strategy discussions to draft content for RFP responses, including technical sections, management and staffing sections and past performance volumes.
  • Ensure proposal responses are written to meet or exceed all RFP requirements and reflect winning strategies and themes.
  • Proofread and edit proposal text for style, consistency, proper grammar, spelling and consistency.
  • Ensure adherence to standards and templates to present a consistent appearance/style across all proposal responses.
  • Manage and prioritize multiple proposal assignments to meet strict submittal deadlines.
  • Participate in color team reviews.
  • Develop an understanding of company service offerings, experience and capabilities.
  • Effectively utilize existing proposal response library to address recurring content inquiries and develop tailored RFP responses.
  • Organize material and complete all writing assignments on time.


Minimum Qualifications

  • At least three years of experience writing and coordinating federal government proposal or grants.
  • Demonstrated experience managing proposal for healthcare-related markets.
  • Bachelor's degree or equivalent and relevant formal academic / vocational qualification.
  • Robust familiarity with Microsoft Office Suite (Word, Excel, SharePoint Point, PowerPoint), Adobe Acrobat and SharePoint applications.
  • Strong editorial and proofreading skills.
  • Exceptional organizational skills and an ability to manage competing priorities under tight deadlines.
  • Skilled at organizing and translating information into clear written narratives.
  • Ability to research, interpret and analyze RFP requirements and write solutions.
  • Experience writing proposals in pursuit of large Cabinet-level federal agencies, ideally the Department of Veterans Affairs, Department of Health and Human Services and Department of Defense.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.


Desired Qualifications

  • Experience should include writing proposal volumes; researching and editing compliant proposal content; and leading/participating in color reviews.
  • Demonstrated experience using established industry best practices, processes and systems.
  • Excellent research skills and the ability to effectively gather information needed from files, team members and senior staff members.
  • Excellent project management skills and financial acumen as related to business and operational strategy
  • Expertise in the company's differentiated solutions offerings; ability to work across service areas.
  • Strong ability to manage multiple activities and priorities, with effective judgment and decision-making skills.
  • A dept at translating technical and scientific information into client-friendly proposals.
  • Critical and strategic thinking skills.
  • General knowledge of federal government contract types (IDIQ, FFP, T&M, CPFF). Basic understanding of federal government procurement policies and practices.
