Duties

The ideal candidate for this assignment will advise and lead intensive assignments in data analysis, providing technical and analytical expertise in the analysis, development, design, and implementation of innovative data strategies. Provide specialized expertise and technical guidance in the area of research, database management, and data analytics. Lead complex data compilation projects, studies, define data-based solutions to strategic and operational problems. Formulate overall concepts, management frameworks, and devises evaluative factors to present in both a qualitative and quantitative formats. The incumbent would explore and develop analytic tools, methodologies, assessment techniques, and databases needed to institutionalize and do robust, unconstrained strategic studies on behalf of OPE programs, initiatives, and special projects. Establish program/organization processes, operating procedures, and program frameworks, and provide the management to ensure the effective administration and oversight of OPE programs, initiatives, and engagements. Ability to gather information, compile data, and prepare reports using Microsoft Office. Deliver high-quality strategy and policy products, supported by comprehensive research and citations. The incumbent will have contact with interagency and other DHS areas. The incumbent will assign and track work across OPE. In this position, you will serve as a Management and Program Analyst and typical assignments include:
  • Analyzing and evaluating data to make business improvements.
  • Analyzing the similarities and differences between data and data platforms to standardize information and providing useful data to make business decisions and/or recommending changes.
  • Correlating business data from multiple areas pertaining to workforce, workload, and program area management.
  • Identifying the data for retrieval and creating specialized reports using that data.
  • Providing innovative suggestions on improving data collection methods and standardizing data input.

  • Must be a current permanent Federal employee

Qualifications required:
  • Participate in cross-department matrix teams to develop cross-functional views on policy matters, and specifically study methodologies.
  • Data and analytical techniques
  • Program management and project implementation, execution, and monitoring
  • Be well-organized and be able to multi-task on a variety of projects
  • Familiarity with improving customer experience
  • Write position and policy papers of both quantitative and qualitative nature; draft executive memorandums
  • Deliver high-quality strategy and policy products, supported by comprehensive research and citations
  • Familiarity with the formal correspondence and communication processes.
  • Ability to work in a fast paced environment with constantly shifting priorities
  • Excellent written and verbal communications at all organization levels, including with senior level officials
  • Writing, editing, and briefing on a variety of materials for a range of audiences
  • Assist in the development of executive level talking points.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
