Duties

This assignment is with the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Deputy Under Secretary for Intelligence Partnerships (DUSIP). The incumbent will serve as the Senior Action Officer for the Office of the DUSIP, supporting a wide array of activities across the Engagement Liaison, and Outreach Division (ELO) and Field Intelligence Directorate.

The incumbent will be responsible for serving as the DUSIPs's primary action officer for overseeing special projects impacting corporate information sharing efforts for I&A with SLTT partners, to specifically include support for implementing recommendations set forth in the 2022 Intelligence Summit After Action Report and the HSAC's Intelligence and Information Sharing Report.

The incumbent will also be responsible for interfacing and coordinating collection and analytic functions for DUSIP/Field Intelligence with the Collection and Analytic Directorates. The assignment involves defining, planning, and coordinating these functions across Directorates, including operational, programmatic, and policy matters. The incumbent will also help ensure the coordination of applicable policy guidance, and other programmatic priorities and strategic organizational direction for collection and analytic functions performed by field personnel.

The mission of I&A is to provide a full range of intelligence to support the Secretary and Department, as well as DHS partners and customers, in order to protect the Homeland.

The assignment will be based on professional background and development interest.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications required:
  • Excellent oral and written communication skills.
  • Strong program development, project management with critical thinking skills.
  • Solid interpersonal skills and a forward leaning desire to engage with others.
  • Ability to manage numerous deadlines and deliverables.
  • Detail oriented, plan of action and milestone focused.
  • Familiarity with SLTT partners, the DHS Intelligence Enterprise (IE), and the Intelligence Community (IC).

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
