Duties

The duty location will be in Washington, DC.

The Director leads a bureau of over 300 personnel and 7 divisions and is responsible for setting and executing the overall mission with a budget of roughly $300mm. The Director reports to the Under Secretary for TFI (U/S) and collaborates closely with the other four Departments within TFI.

In addition, the Director works with the offices of Legislative and Public Affairs, as well as the Office of the Secretary and Deputy Secretary. The Director manages the bureau and exercises independent judgment in deciding courses of action, keeping the supervisor informed of significant events.

The Director, in consultation with the U/S, determines the organizational structure and functional responsibilities of FinCEN offices and staff, reviews whether changes are needed, and obtains relevant administrative approval and delegated authority.

The Director obtains commitment from the U/S and applicable Department of the Treasury offices to pursue and implement FinCEN initiatives, and to assign sufficient staff to assure success.

Furthermore, the Director conducts continual evaluation of all program objectives, and directs adjustments to ensure adherence with rapidly changing and/or expanding mission requirement.

Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing lifestyle in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

Qualifications

As a basic requirement, applicants must possess the Mandatory Technical Qualifications and Executive Competencies listed below. Typically, qualified applicants will have gained experience of this nature at or above the GS-15 grade level or its equivalent in the public or private sector. To be qualified for this position, your resume must reflect experience in a managerial capacity. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal Service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. As such, your resume must demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit
  • Ensuring the success of one or more specific major programs or projects
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance
  • Supervising the work of other managers and exercising important policy-making, or other executive functions.
Failure to meet the basic qualification requirement and address all Mandatory Technical Competency and Executive Core Qualification factors will result in your application being disqualified.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, and scope. It should highlight the complexity of programs managed, programs accomplished, and policy Initiatives undertaken, as well as the results of your actions. Applicants should not enter "Refer to Resume" to explain your answer.

The narrative must not exceed 10 pages. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs:
    Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, as well as the ability to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Competencies: conflict management, leveraging diversity, developing others, team building. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources. Competencies: financial management, human capital management, technology management. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: partnering, political savvy, influencing/negotiating.
Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: interpersonal skills, oral communication, continual learning, written communication, integrity/honesty, public service motivation. The Fundamental Competencies are crosscutting and should be addressed over the course of each ECQ narrative.

    Challenge - Describe a specific problem or goal. Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action - Discuss the specific actions you took to address a challenge. Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments should demonstrate the quality and effectiveness of your leadership skills.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must fully address each of the following MTQs individually in a narrative format, not to exceed one page per MTQ. In addition to the qualifying experience, applicants must possess the mandatory technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position.

1. Demonstrated knowledge and expertise in application of laws and regulations relating to the financial sector, financial information, or financial crimes.

2.Experience with managing large organizations, including managing teams through significant transformation, including strategic planning and prioritizing work against that plan.

3. Demonstrated success leading a complicated and high-profile, evidence-based regulatory or enforcement program with numerous involved stakeholders.

4. Demonstrated experience managing operational aspects of an organization and overseeing complex human capital, budget, data, procurement, or IT projects.

5. Demonstrated experience and leadership in, including communication with, dealing with the intelligence or policy communities, the interagency community, and the private sector, ideally on issues related to financial crime.
