As an Education Research Scientist, AD-1730-00, you will be responsible for:

• Develop, review, and/or oversee plans for agency support of rigorous education research (including impact evaluation, large scale assessment, data science, or education statistics) that use advanced quantitative methods to address nationally or internationally significant questions of education science, policy, or practice.
• Implement large-scale statistical studies or conduct scientific reviews of: (1) plans for conducting rigorous education research, evaluation, and large-scale educational assessment, data science, or statistics; (2) plans for analyzing data arising from those activities; and (3) scholarly publications and related products based on those analyses.
• Write products arising from rigorous, quantitative studies to convey study findings to a variety of audiences; engage in dissemination and outreach activities, such as publishing scholarly work and attending scientific conferences; and consult with staff across the Department on issues related to research, evaluation, and statistics.
• Monitor federal grants and contracts that support education research, evaluation, data collection, large-scale assessments, data science, or statistics; manage national or international data collection, analysis, and reporting contracts; or manage the scientific peer review of research grant competitions.

Conditions of Employment
  • REMOTE WORK: If selected for a remote work position, you must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location anywhere in the United States or US territories. Qualifications

Minimum Qualification Requirements

You may meet the minimum qualifications for the Education Research Scientist, AD-1730-00, if you possess the basic education and specialized experience described below:

Specialized Experience for the Education Research Scientist, AD-1730-00:

One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience leading the design and execution of rigorous research-suitable for publication in an academic journal or by a social science research firm (or equivalent)-that uses advanced quantitative statistical methods to examine questions relevant to education and the education sciences or a related field (e.g., instruction, education policy, educational outcomes of historically underserved populations, program evaluation, national or international assessment of academic proficiency, statistical methods).
2. Experience translating findings from rigorous quantitative research in education or related fields in ways that effectively communicate the resulting knowledge to a wide array of audiences, including but not limited to publication in scientific peer-reviewed journals or presentations at appropriate conferences.
3. Experience conducting scientific studies or reviews of planned or completed education research that uses rigorous quantitative methods, and its resulting products.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Ability to effectively manage large-scale research, evaluation, data science, large-scale assessment, or statistics activities that require the application of knowledge of contemporary issues in education policy and practice.
2. Skill in the use of education research methods that yield internally and externally valid conclusions and statistical or psychometric methods appropriate for the analysis of longitudinal and cross-sectional data arising from complex sample surveys, large scale assessments, experiments, quasi-experiments, and administrative sources.
3. Ability to communicate scientific information in plain language, both orally and in writing, and to effectively consult, mentor, or guide the design, conduct, or use of rigorous education research or statistics.
4. Ability to effectively hold self and others accountable to statistical standards and standard operating procedures defined in law, regulation, guidance, or equivalent.

Education

Applicants must meet BOTH the Basic Requirement and the Specialized Experience requirement in order to qualify for this position.

Basic Requirements:

A. Degree that included or was supplemented by at least 24 semester hours of coursework in a field related to the work of the position to be filled (as presented in the description of duties), of which at least one course was in research methods and at least two courses were in statistics.

OR

B. Combination of education and experience - (including at least 24 semester hours in a field related to the work of the position to be filled, including at least one course in research methods and two courses in statistics, plus appropriate experience or additional education). The experience must have demonstrated (1) a thorough knowledge of the principles underlying the work of this series, and (2) understanding, both theoretical and practical, of the methods and techniques applied in performing work in this series.

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying.
