Duties

The Auditor / Program Analyst is responsible for performing auditing activities relating to EAC programs and operations. To fulfill that responsibility, the Auditor / Program Analyst leads or participates as a team member conducting performance audits and other related projects. Specific tasks would include assisting with the design of audit programs, participating in entrance and exit conferences with management-level staff, leading audit interviews, developing audit work papers, and reviewing and analyzing audit data. In addition, the Auditor / Program Analyst develops recommendations for improvements to management operations and policies, drafts reports about conditions disclosed by audits and other assignments, and tracks and reports on the status of management's progress toward corrective actions.

Additionally, the Auditor / Program Analyst:
  • helps senior OIG officials with managing and overseeing the work of OIG contractors.
  • assists the Senior Auditor with managing the OIG's hotline complaint submissions.
  • contributes to the process of maintaining OIG audit plans, policies, and procedures.
  • participates in Government audit organizations and/or working groups on behalf of the OIG to keep current on government audit issues and IG community initiatives and projects, when applicable.
  • maintains professional proficiency by identifying and attending training, as approved by the AIG/A, sufficient to comply fully with continuing professional education (CPE) requirements set forth in Government Auditing Standards and other Government-wide training requirements.
The Auditor / Program Analyst performs other duties as assigned.

Qualifications

Specialized Experience:

Applicants must have at least one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service (obtained in either the public or private sectors) performing the following:
  • Utilizing standard audit techniques to assist others in audit work;
  • Comparing conditions or data observed with the requirements specified by regulations or principles;
  • Collaborating with others to prepare materials for use in the briefings before and after audits; and
  • Ensuring that audit work (planning, performing, and reporting) meet the requirements of Generally Accepted Government Auditing Standards (GAGAS).
  • OR

    Have successfully completed one full year of graduate education from an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. Note: Transcripts (unofficial of official) must be submitted to support your claim.

    OR

    Have successfully completed a bachelor's degree from an accredited college or university AND meet Superior Academic Achievement (SAA) based on ONE of the following: 1) Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses. -OR- 2) Grade-point average (G.P.A.) -- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.) -OR- 3) Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Note: Transcripts (unofficial or official) must be submitted to support your claim.

    OR

    Have a combination of specialized experience (less than 1 year) and graduate education (less than 1 year) as described in "A" and "B" above, that when combined equals 100% of the qualification requirement. Note: You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience to support your claim.

    Please Note: The full-performance level is distinguished from the lower levels by the willingness and ability to lead audits or substantial audit segments with minimal oversight. This requires proficiency in project management, critical thinking, and analytical problem-solving skills.
