This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Supervisory Public Health Analyst, you serve as the Division Director and recognized authority of the Office of Tribal Affairs (OTA) and provide leadership, direction and support for the Division and its staff to ensure measurable results to support the achievement of the IEA's mission.

QUALIFICATION REQUIREMENTS:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions; Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis:
1. Supervising staff, including prioritizing and assigning work, recommending professional development, evaluating and addressing performance and/or conduct issues, etc.
AND
2. Developing and executing long- and short-term strategic and operational plans to achieve public health program goals and objectives for American Indian/Alaska Native populations in areas such as: state, tribal, and local engagement; outreach and education; and special initiatives and partnerships.
AND
3. Providing technical, administrative, and programmatic guidance on public health programs and policies when working with tribal American Indian/Alaska Native (AI/AN) government and/or organizations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

- Performing the full-range of supervisory duties with responsibility for staff, financial resources, planning, execution, problem solving, delivery of outcomes, and integration with other Offices and Bureau activities and initiatives.
- Collaborating and coordinating with HHS Office of the Secretary and other agency tribal liaisons on HHS-wide tribal activities, particularly the Secretary's Tribal Advisory Committee (STAC), the Secretary's Intradepartmental Council on Native American Affairs (ICNAA), and other cross-cutting tribal activities.
- Managing relationships and collaborative activities with national AI/AN organizations to inform and advance the mission and goals of HRSA specific to promoting health and preventing disease among AI/AN populations.
- Leading and oversees the implementation of HRSA's Tribal Consultation Policy and Tribal Advisory Council.
- Formulating action plans, procedures, and evaluative methods needed for the operation of the program area.
- Developing, monitoring, and evaluating goals and measures as well as the identification and creation of newer enhanced high priority programmatic and personnel areas.
- Participating in all phases of program planning and policy formulation for optimum accomplishment of program responsibilities.
