Duties

The detailee will join a component of the USCIS External Affairs Directorate called the Office of Citizenship. The Office of Citizenship provides instruction and training on citizenship rights and responsibilities, and it administers the Citizenship and Integration Grant Program. It offers federal leadership and provides tools and resources to foster immigrant integration while promoting our nation's values.

The detailee will serve as an expert analyst and advisor to executive management on the administration of the Citizenship and Integration Grant Program. The detailee will employ a wide range of qualitative and quantitative methods for the assessment of the management processes, systems and functions that drive the efficacy of the grants program. Those may include but are not limited to budget methodology and control; statistical research and performance measurement; information systems; management techniques and theories; organizational structure; and planning and control systems.

The detailee manages a portfolio within the grants program; leads activities to ensure grantee compliance with the published grant and analyzes the efficacy of their portfolio through the 2-year grant cycle; understands and executes the various stages of the grant lifecycle including pre-award review, grant progress monitoring, and award closure; coordinates actions with program officials regarding administrative and programmatic issues; develops guidelines for handling and/or adhering to grant changes; communicates expectations and reinforces requirements with grantees; maintains comprehensive working knowledge of related statutes, regulations, policies,and procedures affecting assigned areas. The detailee will perform other duties as assigned.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Knowledge of federal grant laws, regulations, policies, and procedures, including knowledge of pre-award/post-award operations and techniques.
  • Demonstrated ability to develop and implement departmental policies, procedures, and guidelines based on analyses of reports, regulations, and other relevant materials.
  • Strong analytical and problem-solving skills, with the ability to evaluate complex issues and develop effective solutions.
  • Excellent written and oral communication skills, with the ability to present sensitive recommendations to higher authority, obtain compliance with policies from subordinate activities, and represent the department on task forces.
  • Experience in developing and implementing program evaluations and assessments to measure the efficacy of grant programs.
  • Ability to lead and coordinate complex projects and initiatives involving multiple stakeholders, including high level managers, supervisors, program staff, community organizations, and government agencies.
  • Strong interpersonal skills, with the ability to establish and maintain effective working relationships with diverse stakeholders.
  • Ability to work remotely with minimal supervision.
  • Last rating of record should be achieved excellence or equivalent.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
