Duties

As a Staff Assistant GS-0301-7/9/11, your typical work assignments may include the following under supervision:
  • Plans, directs, and coordinates the administrative affairs of the Office of the Director.
  • Maintains necessary contact with offices reporting to the Director, the Office of the Assistant Secretary - Indian Affairs, and other bureaus and agencies of the Department of the Interior.
  • Performs in-depth analysis of time-sensitive issues of importance to the Director, BIE and other senior staff members.
  • Analyzes and organizes the daily flow of work in the office to ensure its expeditious processing.
  • Attends and arranges meetings with the Director and other senior staff ensuring BIE's views are represented and that other views expressed are reported back accurately.
  • Works closely with senior staff for the Director to develop, coordinate, resolve and implement a variety of special projects which are often highly sensitive, confidential, and of national importance.
  • Reviews all correspondence prepared for the Director's signature or surname for correctness of grammar, tone, format, attachments, continuity of text, and conformance with the Director's style and viewpoint.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards . For this position, they are listed below.

MINIMUM QUALIFICATION REQUIREMENTS:

GS-07: One (1) year of specialized experience equivalent to at least the GS-05 level in the Federal service that includes: With supervisory involvement, advises and consults with a variety of internal and external customers; presents findings and recommendations; completes projects, evaluations, or reports; gathers information, identifies, and analyzes issues; maintains contact with internal and external offices on behalf of senior staff. These examples are not all inclusive (refer to the summary of duties for specialized experience).

OR

Superior Academic Achievement which included one of the following: 1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society -membership in a freshman honor society cannot be used to meet the requirements of this provision. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled. Successfully completed one full year of appropriate graduate level education (18 semester hours, 27 quarter hours or equivalent) in a field of study directly related to the work of this position. OR

GS-09: One (1) year of specialized experience equivalent to at least the GS-07 level in the Federal service that includes: With limited supervisory involvement, advises and consults with a variety of internal and external customers; presents findings and recommendations; completes projects, evaluations, or reports; gathers information, identifying, and analyzing issues; provides recommendations to resolve a variety of problems; assists in developing processes and criteria to accomplish work assigned; organizes and plans work of the office; maintains contacts with internal and external offices on behalf of senior staff. These examples are not all inclusive (refer to the summary of duties for specialized experience).

OR

Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree in a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position or LL. B or J.D., if related. (You must submit copies of your official college transcripts.);

OR

Combination of successfully completed graduate level education beyond the first year of progressive graduate study, and specialized experience that together meet the qualification requirements for the position. (You must submit a copy of your transcripts to support this education, and your resume must support the experience.)

GS-11: One (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service that includes: Independently, advises and consults with a variety of internal and external customers; presents findings and recommendations; completes projects, evaluations, or reports; gathers information, identifying, and analyzing issues; provides recommendations to resolve a variety of problems; assists in developing processes and criteria to accomplish work assigned; organizes and plans work of the office; maintains contacts with internal and external offices on behalf of senior staff. These examples are not all inclusive (refer to the summary of duties for specialized experience).

OR

Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related to the position in a field of study directly related to the work of this position. (You must submit a copy of your transcripts to support this response.)

OR

Combination of successfully completed graduate level education beyond the first year of progressive graduate study, and specialized experience that together meet the qualification requirements for the position. (You must submit a copy of your transcripts to support this education, and your resume must support the experience.)

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education
