Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Completes case management for land disturbance and other cases in violation of the Code of the County of Fairfax Chapters 104, 118, 122, 124, current floodplain and related zoning regulations, as well as easements. Receipt of complaint, inspection, processing of cases for court and legal action, serving as a witness in court, and composing and organizing associated documentation. Duties include prioritizing cases, coordinating, and conducting inspections for compliance with pertinent federal, state, and county regulations and procedures with a focus on the county code chapters listed above. Works with property owners to expeditiously resolve deficiencies and violations, requiring strong negotiation skills to achieve fast, effective compliance. Resolution of deficiencies will require a thorough understanding of the county's development process and code requirements. Prepares written notices of violation and ensures corrective actions are taken as part of enforcement procedures. Leads criminal cases in General District Court and works with the Commonwealth Attorney's Office on cases that may lead to trial. Assists on civil court prosecutions to work in conjunction with the County Attorney's Office. Responds and presents appeal information to local county boards and possibly the DEQ board. Performs highly technical data collection, management, and reporting. Interprets site plans, topographic maps, and construction drawings as they relate to construction, land use, and stormwater management and assists with the creation of maps using Arc GIS. Adheres to established safety procedures and performs other duties as assigned. Serves on multiple agency and departmental teams, committees, and task forces. Complies with LDS's safety programs and guidelines. Position requires incumbent to operate motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences. Complies with county, agency, and job specific training requirements but not limited to emergency management and safety related courses.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field; plus two years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.

PREFERRED QUALICATIONS:
Experience in land development or construction.
Experience with reading and interpreting site-related plans.
Proven ability to manage a large workload with shifting priorities.
Experience with high level verbal and written communications.
Strong public interaction and complaint management skills.
Strong working knowledge of stormwater facilities and Erosion and Sediment (E&S) controls. Knowlege of Resource Protection Areas (RPA's) and associated regulation.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • DEQ Erosion & Sediment Control Inspector certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
  • DEQ Stormwater Management Inspector certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.


NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, pre-employment medical evaluation and driver's license check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Ability to conduct field surveys that require walking long distances and carrying equipment through rough terrain including stream valleys and wetlands. Must be able to lift 50 lbs. Ability to operate keyboard driven equipment. Successful completion of a pre-employment medical exam is required. All duties may be performed with or without reasonable accommodations.
