Processes payments, creates purchase orders, conducts inventory audits, and performs related work as required. Additionally, will analyze and input information into numerous sources, including system generated reports from various electronic procurement and financial systems (SAP), MS SharePoint, and MS Excel. Support customer training, determine year end carryover items. The ideal candidate for this position must show demonstrated ability to successfully solve problems in a team-based environment. Excellent written communication skills required to produce solicitation documents and communications, advanced analytical and initiative skills and attention to detail required. Works u nder general supervision of a Buyer II within the Financial Management Branch (FMB) of Fairfax County Park Authority (FCPA) procurement team.

Illustrative Duties

  • Receives and reviews requests for purchases of goods and services;
  • Determines and develops appropriate competitive solicitations for one-time purchases and small purchases;
  • Researches the availability of state or county contracts that can satisfy an agency's requirement;
  • Conducts pre-bid conferences to clarify the terms, conditions and specifications of the contract;
  • Conducts opening of bids and determines responsiveness of replies;
  • Coordinates evaluation of bids with agencies;
  • Recommends contract award to the team leader and prepares award documents;
  • Monitors contractor performance and recommends corrective action if required;
  • Maintains complete documentation of all actions taken; and Enters and maintains contract information into the automated purchasing system.

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with major course work in business administration, public administration, or a related field.

  • Extensive SAP Accounts Payable module, excellent customer skills, well-developed oral and written communication skills.
  • Ability to establish and maintain effective working relationships with both external and internal contacts.
  • Experience with automated procurement systems and procedures.
  • Ability to effectively facilitate meetings, train staff, and work independently.
  • Advanced proficiency in MS Office Suite applications.
  • Experience and proficiency using SAP or similar ERP financial systems.
  • Ability to download data and manipulate data from SAP or a similar ERP.
  • Experience with Virginia Public Procurement Policies and Regulations.
  • Experience within local or state government.

Driver's license (required)

The appointee to this position will be required to complete a criminal background check, child protective services registry check and, driving record check to the satisfaction of the employer.

Duties are generally sedentary and performed in a normal office environment. Driving to various sites throughout the County, conducting inventories, spot checks and providing purchasing related training and audits. Ability to lift up to 25 pounds. Walking with the ability to traverse unimproved natural terrain, stamina to walk for long distances, bending kneeling and ability to climb steps. Must be able to work in an outdoor environment under a wide range of temperatures and weather conditions. All duties may be performed with or without reasonable accommodations.
