Summary
Serves as the Division Manager for the Aerospace Medical Education Division (AAM-400) in the Civil Aerospace Medical Institute (CAMI). This position is the primary oversight for the International Flight Surgeon, Aviation Medical Examiner (AME) certification, and education outreach through the Airmen Education team.
Duties
Supervises personnel providing oversight to international aviation medical examiners, monitoring qualifications of AMEs, accomplishing instructional design, educational programs for AMEs, educational programs for airmen, and maintenance of aerospace medicine curricula and library. Works with the Federal Air Surgeon, Director Civil Aerospace Medical Institute, and Regional Flight Surgeons to define training curricula and program requirements then organize key personnel to develop and deliver courses. Oversees course administration for AMEs and airmen. Identifies budget and program requirements. Works with AAM Program Management personnel to define and obtain funding for planned and future programs.
Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions to include International Regional Flight Surgeon, Aviation Medical Examiner (AME) Certification program, and Airmen education. Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA. Managerial duties typically include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as
appropriate.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives. Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Participates in planning efforts that cross-organizational lines within the major subdivision and LOB/SO.
Administers a centralized program for the selection, designation, training, and management of the physicians appointed to conduct Airmen Medical physical examinations and issue medical certificates for the Federal Aviation Administration to civil airmen throughout the United States, and to those abroad. Military flight surgeons are also included as appointees in the program.
Establishes and updates medical training requirements for physicians designated as Aviation Medical Examiners and assuring the conduct of medical education programs meet those needs. Assures that the continuing medical education (CME) programs offered meet the quality requirements necessary to merit approval by the Accreditation Council for Continuing Medical Education and the Osteopathic Physicians Associations and Surgeons Association. Responsible for the Designee Management System (DMS).
Responsible for planning, developing aeromedical curricula, administering, and/or arranging professional seminars, workshops, and training for pilots, inspectors, and other aviation personnel. Such seminars and training include the areas of global survival, medical aspects of aircraft accident investigations, Aerospace/Occupational Medicine, and aeromedical physiological training.
Performs other duties as assigned.

Qualifications
BASIC REQUIREMENT:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The coursework must have included study in AT LEAST FOUR OF THE FOLLOWING FIVE AREAS (Applicants MUST submit course descriptions from the appropriate college/university):
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the basic requirement listed above, you must also meet the specialized experience.
SPECIALIZED EXPERIENCE:
To qualify for this position at the FV-K (FG/GS-15) level,you must demonstrate in your application that you possess at least 52 weeks of specialized experience equivalent to FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience includes: Experience planning, coordinating, developing, reviewing, and evaluating aeromedical curricula; administering training schedules; and defining and organizing budget/resource allocation.
