Digital Video Evidence Analyst

The Metro Transit Police Department protects and serves a population of 3.2 million throughout the 1,500-square mile Transit Zone that includes the District of Columbia, State of Maryland, and Commonwealth of Virginia by providing a variety of law enforcement and public safety functions. The Metro Transit Police Department Digital Video Evidence Unit is located within the Metro Transit Police Department's Security Operations Control Center and utilizes state-of-the-art CCTV equipment and software to assist in providing a safe and secure environment for all Metro customers and employees.

The Metro Transit Police Department Digital Video Evidence Unit Analyst coordinates the responsibilities of the Digital Video Evidence Unit, which includes real-time live video monitoring & reporting in addition to reviewing & recovering recorded video from one or more of the thousands of cameras located on WMATA property which includes Metro Stations, Metro Buses, and Metro Railcars. Video recovery may require travel throughout the Transit Zone which includes response to incident locations and crime scenes. Depending upon the need of the organization, this position may require shift work, which would be various hours. The salary range for this position is: $63,304.00-$94,956.00.

Minimum Qualifications:

Education

• An Associate's degree from an accredited college or university in Law Enforcement, information systems management, or video technologies.
  • Or a high school diploma and two (2) years of experience in video technology and the management of evidence collection, dealing with highly visible and politically sensitive issues in responding to police, attorneys, and employees at all levels including executive management. Also, must have direct FOIA experience.

Experience

• Four (4) years progressively responsible experience in the management of evidence collection, dealing with highly visible and politically sensitive issues in responding to police, attorneys, and employees at all levels including executive management. Also must have four (4) years direct FOIA experience.

Certification/Licensure

• Possess and maintain a valid motor vehicle operator's license issued from state of residence.

Other Requirements

• Must never have been convicted of a felony or serious misdemeanor.
• Must successfully complete a background investigation.

License:

Maintain a valid drivers license from state of residence.

Job Summary/Duties:

The Digital Video Evidence Analyst captures all digital and still images on buses, trains, and rail yards that relate to criminal or civil incidents that are given to MTPD members, or any other authorized member of WMATA for further investigation and prosecution. The Analyst maintains and repairs associated equipment in collaboration with other departments. The incumbent recovers and stores all video images and still photos in compliance with WMATA policies, local, state and federal regulation regarding video collection and retention. The Analyst trains technicians and designated staff on proper and legally compliant video evidence retrieval, chain of custody, appropriate storage procedures at multiple locations, proper research, and retention procedures for all digital video evidence. The incumbent inspects all locations where video evidence is stored to ensure they are properly secured in compliance with all policies, ordinances and laws.

• Review requests for access to video evidence systems and maintains systems access and a list of personnel previously authorized to recover digital video evidence.
• Provides direction to all persons recovering, transporting, or storing digital video evidence in order to ensure the preservation, integrity, and confidentiality of all digital video evidence.
• Reviews the MTPD 24 hour Report and all incident reports from BUS, RAIL and Facilities to identify all incidents which potentially raise criminal or civil liability issues. Assigns requests to recover incidents to appropriate personnel and assures that images are recovered from bus, station or rail car cameras.
• Recovers images from internal or external entities upon request and may assign authorized WMATA DVEU Technicians to recover digital video evidence. Coordinates all activities involving the recovery of digital video evidence.
• Maintains the secure storage of all video evidence.
• Reviews all request for digital video evidence and forwards copies of downloaded images to authorized parties. Retains copies of all downloaded images consistent with established policies and maintains the digital evidence databases of all video requests and downloaded recordings. Ensures proper chain of custody.
• In conjunction with Bus Services, develops procedures for recovery of wireless video from buses and timely notification of wireless bus failures and repairs.
• Trains authorized persons in the proper methods of recovery and storage of video evidence.
• Assists in the examination of video evidence as it relates to legal matters.
• Provides testimony regarding evidence in legal proceedings.
• Periodically reviews department Standard Operating Procedures and General Orders related to video evidence and may recommend changes. Ensures compliance with Communications Assistance for Law Enforcement Act (CALEA) standards, applicable policies and laws.
• Ensures video images are released to authorized WMATA personnel and law enforcement agencies for criminal investigation, to comply with court orders or to fulfill Public Access to Records Policy (PARP) requests.
• Conducts random checks of the cameras and recording devices at rail stations and arranges for their repair and replacement as needed.
• Maintains the master file of all recovered video and still images in compliance with company policies as well as local, state, and federal laws.
• Maintains the tracking system of requests for copies of video in accordance with company chain of custody policies and regulations.
• Inspects equipment at various locations to ensure that video collection, equipment and retention standards compile with the policies and procedures of WMATA.
• Disseminates daily assignments and prepares daily manpower reports, weekly statistical reports and ensure that all requested are completed within the established timeframe.
• Assists in sensitive assessments, conducts studious research of systems and networks.
• Reports all equipment issues and creates maintenance tickets for repairs.
