Duties
ARC seeks a highly organized and collaborative team player to join our Business and Workforce Investment team as a Program Analyst to coordinate and manage the full lifecycle (reviews applications, monitors progress, issues amendments, and closes grants) of federal grants management including pre- and post- award activities; provide technical assistance to communities on developing strategic business development-related projects; design, then implement strategic initiatives ; and assist organizations and communities in designing and managing significant projects as part of ARC's new funding sources in partnership with the other entrepreneurship and small business development position. The grant portfolio of the role will be investments generally related to economic and entrepreneurship development, small to medium-sized business development, and industry cluster development. The incumbent applies knowledge of federal regulations and interprets and applies Commission policies and procedures related to management of ARC grants implemented under the Appalachian Regional Development Act (ARDA) of 1965. This position works closely with program team members and reports to the Division Director.

- Successful completion (prior to hire) and maintenance of background security review; U.S. citizenship required.
- 25% travel within the thirteen-state Appalachian region may be required. Must possess & maintain a valid driver's license.
Qualifications
Required Qualifications:
- Understanding and experience with federal grants management processes and technical assistance consistent with sound business and industry practices including ability to monitor, evaluate and administer assigned grants. 70% of the workload is comprised of tasks associated with grants management through the entire grant cycle, pre-award, post-award and closeout with the other 30% dedicated to stakeholder engagement, oversight of initiatives and programs, and delivery of technical assistance.
- 4-6 years of grants management expertise; experience as a grantor will also be considered.
- 4-6 years of experience in economic and entrepreneurship development and an understanding of industry cluster development. A successful candidate will understand barriers in rural areas and have an ability to creatively pursue solutions.
- Experience in assisting communities or nonprofit organization on how to develop regional projects to access new funding opportunities such as POWER, ARISE, INSPIRE, etc.
- 4-6 years of effective oversight of strategic projects, and delivery of technical assistance.
- 4-6 years of effective coordination of working groups, leading the deployment of new strategies and/or initiatives related to ecosystem development and sector-based strategies (e.g., agriculture and food systems, tourism, high technology, biotech, new energy solutions, advanced manufacturing, manufacturing, wood products, etc.)
- Guide business development priorities through ad-hoc analyses and requests. Examples include identify which industries (current and future) can have the greatest economic impact; ensure that ARC-sponsored entrepreneurial tools (e.g. entrepreneurial ecosystem tool) remain up-to-date and used; and map the entrepreneurial ecosystem connections across the region.
- Collaborate with internal Research and Evaluation team on research projects focused on economic development and businesses development.
- Ability to plan, facilitate and engage diverse groups and individuals, including federal, state and local partners, resulting in the ability to advance goals in a consultative, innovative, and collaborative manner.
- Excellent writing skills, including project memos for leadership, program whitepapers, and presentations. Must be able to communicate information to a variety of audiences. Business writing skills are required.
- Adept knowledge of and ability to apply laws, regulations, rules, policies, procedures, processes, and methods governing the administration of Federal grants, cooperative agreements, and awards including financial methods, procedures, and practices to assess the financial stability of recipient of Federal grants or cooperative agreements.
- Strong attention to detail, effective customer service communications, and ability to use a variety of software such as grants management applications, Excel, and Word.
- Core competencies: accountability, adaptability, collaboration, communication, and critical analysis, with a with an emphasis on quickly solving problems.
- Ability to thrive in a collaborative environment bringing an energetic and innovative approach to the work.
Education
- Bachelor's degree required.
- 4-6 years of relevant experience.
