Duties

The responsibilities described below are for the full performance level.
  • Provide CISA's senior leaders and executives daily intelligence briefings regarding current/accurate threats to the nation's critical infrastructure.
  • Act as an intermediary between senior leaders and CISA divisional experts in support of requests for information (RFI) or clarification of intelligence information.
  • Collaborate with federal, state, and local partners to better understand emerging malicious cyber and physical threats and improve information sharing efforts.
  • Maintain currency of intelligence information and be prepare to provide daily or adhoc briefings on all-source intelligence data and assessments regarding threats to CISA's primary mission areas as well as those of stated interest by senior leaders.
  • Fuse cyber and physical threat information from CISA data sets with Intelligence Community holdings to provide a comprehensive critical infrastructure threat picture across all briefings.
  • Utilize IC-derived intelligence and/or open-source information in briefings to provide a holistic picture of threats impacting CISA's
  • Support development and delivery of threat assessments (operational-strategic) and briefings to Federal, State, SLTT, Stakeholders and internal departments and divisions.
  • Support creation and development of trend analysis of threats to critical infrastructure threats.
  • Integrate feedback from senior leaders into future briefings to ensure intelligence supports CISA's decision making processes to include informing current and future operations, plans, policy development, and intelligence analysis.
  • Develop and update written processes and procedures to support CISA Intelligence mission.
  • Maintain contact with customers in the organization and IC in order to understand their changing needs and requirements, and gather, compile, and report information that meet their needs.
  • Collaborate with organizations intelligence and IC partners to leverage current or planned intelligence into briefing material.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Superior oral and written communication skills.
  • Deep knowledge of Intelligence analytic tradecraft, IC policies, capabilities, and procedures.
  • Expert knowledge of national security objectives for key regional and transnational issues, including a superior ability to stay informed of current trends and developments impacting protection of critical infrastructure.
  • Superior ability to remain open-minded and change opinions on the basis of new information and requirements.
  • Superior ability to work under tight time constraints with numerous daily deadlines to review a large body of information and distill relevant products into a comprehensive, sophisticated daily intelligence briefing.
  • Superior ability to efficiently set priorities, perform multiple tasks, and change focus quickly as demands change in a fast-paced, time constrained environment.
  • Expert knowledge and experience exercising sound judgment, tact, and integrity to manage interactions with senior leaders.
  • Excellent interpersonal skills to work effectively with superiors, colleagues, and subordinates.
  • Experience as a reviewer or manager of all-source analytic products.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
