Summary
This position is located in the Assistant Administrator for NextGen (ANG-1); Management Services Office (ANG-A); Financial Management Services Division (ANG-A4), Business Management Services Branch (ANG-A42). The Next Generation Air Transportation System (NextGen) is a fundamental transformation of our nation's airspace system. The incumbent is the manager for the Business Management Services Branch.
Duties
Serves as the manager for the Business Management Services Branch. Oversees the work of the Fund Certifiers who support multiple organizational units/projects/programs within NextGen. Managerial duties include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating employee performance; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Applies an advanced knowledge and understanding of DOT financial systems and interfaces, Federal government accounting practices, procedures, requirements, including those established by GAO, OMB, Treasury and others to analyze, interpret and apply them to policies, procedures and financial transactions. Advocates and negotiates with individuals and groups internally and externally to resolve complex financial problems or arrive at a common understanding of issues. Works with a variety of organizations internally and externally to resolve financial issues.
Provides consultation in cost management and asset capitalization. Performs business case analysis and reconciliation, business management reporting, and performance data analysis. Reconciles and analyzes annual budget allocations against expenses and obligations. Monitors resource allocations throughout the year. Conducts monthly fund certified financial transaction audits for compliance.
Provides expert analysis and evaluations to program management that encompass programmatic milestones, schedules and budgetary resources, planning and execution and define, organize and assign resources to accomplish organizational objectives within established schedules. Prepares executive briefings for the Assistant Administrator for NextGen, executives and other managers as well as coordinates activities related to the ANG Business Plans including regular evaluations, meetings and various ad hoc reporting forums. Reviews projects and programs to ensure they are aligned with the long and short-term NextGen and FAA goals, objectives and plans.
Leads financial professionals in achieving organizational and agency level goals and objectives. Uses automated systems, databases and techniques to extract and convert financial information analysis, trending, reporting and presentations. Works collaboratively with divisional and director management. Works independently in a fast paced and results oriented environment.
Defines, acquires and allocates budget, staff and other resources to accomplish objectives for the organization, projects, programs and across multiple functions and/disciplines. Manages budget and either reallocates resources among the organization, projects and programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizations, projects and programs. Participates in planning efforts that cross organizational line within the major subdivision and LOS/SO.
Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO.
Work activities impact directly on goals and objectives of the major subdivision, the LOB/SO, and often the FAA. Work frequently affects the internal and external customers of the major subdivision, and often the LOB/SO and the FAA.
