Summary

The Lead Logistics Management Specialist acts as the Team Lead and/or member of a team for projects/programs within a defined area of responsibility.

Duties

Performs routine, multiple and varying assignments under the general direction of the manager, program manager, or more experienced professional. As the Team Lead, directs and assigns work of less experienced team members performing supply inspection/receiving activities on behalf of the organization. Approves short-term leave requests. Participates in developing responses to bargaining unit inquires, grievances, and notification to union representatives. Reports and makes recommendation to the front-line manager on performance, progress and training needs of employees, complaint resolution, and disciplinary actions. Makes recommendations to front-line manager regarding promotions, reassignment, recognition, and personnel needs.

Applies experience and advanced knowledge applicable to movement, storage, bar coding, and shipment of materials required for the effective and efficient maintenance and operation of the NAS. Utilizes knowledge of logistics programs/operations and a detailed understanding of automated warehouse management systems to manage projects and programs. Monitors effectiveness of operations and identifies problems utilizing appropriate regulations and procedures. Typical assignments may include collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher-level and
lower-level employees in day-to-day operations.

Identifies and initiates alternate supply support methods, which are consistent with program measures and applicable policies. Consults with the manager or more experienced specialists concerning significant departures or modifications to work processes prior to implementation of new approaches.

Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources, as needed.

Contacts are both internal and external to the organization to share information, provide data and/or written analysis and to explain the status of assignments. Stays alert to changing customer needs and challenges, seeking and using customer feedback and suggestions to enhance effectiveness.

Refers problems and work issues to a manager, project/program manager or more experienced professional when guidelines are not available or applicable. Work is typically reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities. Activities typically support activities of the branch and may affect project/program objectives for the FAALC and external organizations. Established policies/procedures provide guidance for most assignments, with little or no room for deviation. Required to review processes and make recommended changes to work instruction/policies/procedures on an as needed basis. Work activities typically support activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/SO.

Qualifications

To qualify for this position at the FV-H (FG/GS 12) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG/GS 10/11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE includes evaluating supply storage, distribution, shipment, and control actions; collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher-level and lower-level employees in day-to-day operations.
