Street Operations:

The position will manage the service delivery of Street Operations staff responsible for the management of bus service, Signs & Shelter oversight and ensuring customer-facing signage is in accordance to service, and shuttle operations management divisions of Bus Transportation. Candidate with a background in operations management, customer service, and project management and delivery is desired.

Minimum Qualifications:

Education
  • Bachelor's degree in Transportation Management, Public Administration, Planning, Business Administration, or related field.
    • In lieu of a Bachelor's Degree, a High School Diploma/GED and four (4) years of experience planning, coordinating, and managing major bus or related vehicular fleet operations functions may be considered.

Experience
  • Ten (10) years of progressively responsible senior level management experience in a unionized operations environment, which includes at least five (5) years in a management or leadership capacity over large teams

Certification/Licensure
  • Must possess a valid state issued Driver's License in jurisdiction of residence.

Preferred
  • Experience in bus operations or public transportation service delivery.

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.

  • In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary:

The Service Director, Bus Transportation, oversees and directs operations for service delivery originating from all Bus Divisions within WMATA. The incumbent has overall accountability for Division operations which includes monitoring the performance of Metro Bus Operators, Depot Clerks, Division office staff and, through subordinate managers, ensuring established performance standards are met. This position is charged with effectively implementing and modifying bus operations procedures and processes to ensure timely and safe public bus transportation. The incumbent partners with the Bus Operations Control Center (BOCC), Bus Planning/Scheduling, and Bus Training staff to ensure the provision of high quality, customer focused, efficient, and cost-effective transportation services to the community by monitoring key performance metrics and initiates the necessary actions to meet related target goals. Those performance metrics include absenteeism, operating budget adherence, on time performance, customer complaints, employee and customer injuries, and preventable accidents. This position will be responsible working closely with leadership from multiple labor unions and managing a large union workforce.

ESSENTIAL FUNCTIONS
  • Oversees the operation of the department's daily service requirements. Manages the activities of Bus Transportation and fully supports the goals and objectives of the Operations Divisions.
  • Develops, implements and manages programs, policies, and procedures by setting annual goals and standards, measuring and reporting monthly progress, reviewing existing department policies and procedures, and developing needed plans and procedures for improvements.
  • Supervises personnel by developing the department's management team, overseeing daily functioning, performing periodic performance evaluations, and providing performance feedback.
  • Supports budget preparation and execution for Bus Transportation Operations. Ensures all operational activities are accomplished efficiently, safely and economically, and in conformance with the organization's mission, goals, and performance objectives.

OTHER FUNCTIONS
  • Attends and participates in high level meetings, hearings and planning sessions, both internal and external to the Authority. Makes presentations to municipal and government representatives and community groups related to the services of the Office of Bus Transportation.
  • Develops verbal and written responses to high level correspondence, prepares periodic reports to assess possible problems, trends or others concerns, performs special assignments, and conducts investigations.
  • Conducts investigations and holds grievance hearings in accordance with corresponding union agreements.
