Duties

As a Auditor GS-0511-11/12/13, your typical work assignments may include the following:
  • Leads the development of audit, examination, and/or evaluation plans.
  • Adapts the audit, examination, inspection, or evaluation plan to fit special circumstances encountered in an assigned audit, examination, inspection, or evaluation.
  • Identifies, analyzes, and researches accounting and auditing issues.
  • Prepares audit, inspection, and/or evaluation work papers, interview summaries, and briefing materials covering review findings.
  • Tracks and maintains multiple documents essential to the audit/evaluation.
  • Meets with internal management officials to brief on findings, explain the significance of conclusions, and justify recommendations

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards . For this position, they are listed below.

BASIC REQUIREMENTS:

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
-OR-
Combination of education and experience:
at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
  • In addition to meeting the Basic Requirement, you must also meet the Minimum Qualifications requirements below.

    SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

    GS-11: One (1) year of specialized experience equivalent to at least the GS-9 level in the Federal service that includes: Conducts complex and/or controversial audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) or similar standards; With supervisory review, plans and performs all phases of audits demonstrating thorough knowledge of audit standards and accounting practices; Communicates controversial issues, justifying conclusions reached, and recommending course of action.
    -OR-
    Successfully completed three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, if related.
    -OR-
    A combination of graduate level education and specialized experience when combined together meets 100% of the total requirements for the position.

    GS-12: One (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service that includes: Conducts complex and/or controversial audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) or similar standards; Independently with limited supervisory involvement plans and performs all phases of audits demonstrating thorough knowledge of audit standards and accounting practices; Communicates complex and controversial issues, justifying conclusions reached, and recommending course of action.

    GS-13: One (1) year of specialized experience equivalent to at least the GS-12 level in the Federal service that includes: Conducts complex and/or controversial audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) or similar standards; Independently plans and performs all phases of audits demonstrating thorough knowledge of audit standards and accounting practices; Communicates complex and controversial issues, justifying conclusions reached, and recommending course of action.

    Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

    Education

All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.

    Education must have been obtained from an accredited or pre-accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the above requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
