Summary
The Office of Accident Investigation and Prevention is the principal organization within the FAA with respect to aircraft accident investigation and all activities related to the National Transportation Safety Board (NTSB). Our mission is to make air travel safer through investigation, data collection, risk analysis, and information sharing.
Duties
The incumbent is a program and project manager within the Office of Accident Investigation and Prevention, Program Management Branch, AVP-220. The incumbent is responsible for the program and project management of the Systems Safety Management Transformation (SSMT) Program. The fundamental expectation of the position is to manage the delivery of products, services, and projects that meet defined requirements for scope, schedule, and resources. As a program manager, this responsibility includes managing and sustaining the current portfolio of products and services. The incumbent also manages projects to enhance current programs and develop new products and services. The program manager works with substantial independence within their defined scope of responsibility. Work is usually reviewed at initiation, planned communication events and deliverables, and milestones. Work activities typically directly impact the objectives of one or more organizational units and subdivisions and often impact the objectives of the FAA. Specific duties include:
Resource Management: Manages multiple contracts in accordance with FAA policy and with the close cooperation of FAA contracting officers (Cos) and designated contracting officer representatives (CORs). Utilizes the FAA's Acquisition Management System (AMS) to plan and execute complex acquisitions. Executes efficient and effective business management to control assigned resources and schedules. Identifies, analyzes, and assesses the impacts of resource levels on work plans. Provides alternatives and mitigations to best achieve the goals of programs and projects. Prepares requests and justifications for new resources. Communicates the status of required, allocated, and current resources against program and project plans.
Program and Project Management: Ensures alignment and configuration of delivered products and services against stakeholder requirements, organizational goals, and governing regulations, protocols, and polices. Conducts program management activities to maintain the delivery of quality, safety-critical products and services. Develops and tracks delivery schedules and time-lines, prepares value and product roadmaps, manages configuration control and change process, and plans for continuous improvement. Manages and documents all phases of the project life cycle, including initiation, planning, execution, monitoring and controlling, and closeout by utilizing industry standard predictive and agile project management methodologies. Provides guidance, develops plans, and executes internal and external activities to address diverse, complex issues that often cross multiple projects, programs, and functional areas. Manages formal risk and change management with stakeholders to address risks, issues, and opportunities. Conducts short-term and long-term planning for operations, strategy, development, and research agendas. Conducts program and project related research and analysis.
Communications and Collaboration: Communicates and coordinates efficiently and effectively with government and public stakeholders at all levels utilizing a variety of tools and methods, including speeches, presentations, reports, documents, charts and graphs, memos, data and business systems, email, instant messaging, collaboration tools (e.g. MS Teams, Wiki Tools), and at in-person and virtual meetings. Communicates program and project status, risks/issues/opportunities, and changes. Presents and accurately conveys data analysis and recommendations, including business risks, issues, and opportunities, to various audiences.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience includes: Experience in the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work and contractor performance for programs. Experience in requesting, controlling, and monitoring the performance of program and project resources, including contractor performance.
