Summary

The Office of Accident Investigation and Prevention is the principal organization within the FAA with respect to aircraft accident investigation and all activities related to the National Transportation Safety Board (NTSB). Our mission is to make air travel safer through investigation, data collection, risk analysis, and information sharing.

Duties

The Requirements and Configuration Manager, working under the direction of the ASIAS Program Manager and with other program/project managers and stakeholders, serves as the focal point for the requirements and configuration of the Aviation Safety Information Analysis and Sharing (ASIAS) system. Receives guidance and direction from the ASIAS business manager to ensure that requirements are implemented via appropriate contractual vehicles. Work will include coordination with AVP colleagues, ASIAS participating organizations, other FAA lines of business, and supporting vendors. The Requirements Manager collects, organizes, documents, analyzes, verifies, validates, and monitors requirements for the program and/or project team, in accordance with project schedules. The Configuration Manager monitors and controls the system's current sustained state and enables the introduction of enhancements in a controlled and disciplined manner.

The position monitors the system to ensure that it meets performance expectations. The position will be responsible for communicating with stakeholders, executing the requirements management plan, documenting test plans, and documenting requirements traceability from the statement of requirements, system specifications, and/or statements of work. The Configuration Manager ensures that each requirement is validated, verifiable and documented. Requirements include both functional product and service requirements and program and project requirements to demonstrate compliance with regulations, policy, and procedures. Configuration management responsibilities will include the legacy ASIAS system, the next generation ASIAS system, ASIAS subsystems (i.e., general aviation and rotorcraft), and requirements for the transition between systems.

Identifies current and desired future states of the ASIAS system that address business and stakeholder needs. Utilizes FAA and/or industry recognized requirements identification methods to gather requirements. Facilitates and manages the requirements decision-making process to analyze, assess, and verify requirements. Supports the prioritization and organization of requirements into solution and developmental pathways. Manages and executes requirements management processes and resources. Manages, facilitates, and documents requirements decomposition to the lowest necessary level. Develops plans to ensure requirements can be tested clearly and consistently. Develops and maintains requirements verification and traceability documentation. Captures detailed descriptions of system needs, capabilities and functions. Develops and maintains a registry of requirements and specifications. Manages and supports change control processes and review boards to ensure appropriate acceptance, categorization, and disposition of all requirements. Measures the proposed benefits of requirements on projects and programs. Monitors Key Performance Indicator (KPI) metrics against program requirements.

Communicates and coordinates efficiently and effectively with team members and stakeholders at all levels utilizing a variety of systems, tools, and methods (e.g., MS Office, Confluence, JIRA, MS SharePoint, MS Teams), including presentations, reports, documents, charts and graphs, memos, data and business systems, email, instant messaging, collaboration tools, and at in-person and virtual meetings. Prepares, analyzes, and communicates complex data products to stakeholders. Rapidly responds to inquiries related to aviation incidents and ensures the timely dissemination of information to inform decision-making. Develops and presents material to promote and advocate for projects and programs.

Assists in the conduct of program management activities to maintain the delivery of quality, safety-critical products and services.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience in the principles, process, tools and techniques for program and project requirement and configuration management.
