Serves as an Aviation Data Systems Specialist in the Aviation Data Systems Branch (AFS-620)

Duties

Duties for the FG-0301-12 - This is a developmental position to the full performance Aviation Data Systems Specialist, FG-0301-13 level within the Aviation Data Systems Branch (AFS-620). Incumbent is expected to gain journey level knowledge of Flight Standards data systems that enables him/her to support service-wide initiatives and programs relative to existing and future data systems; including aiding in the development of strategic planning and analysis of innovative technological advancement and data quality improvement concepts.

Assists with development and management of centralized system for capturing, trending and responding to internal and external stakeholder feedback and questions associated with the FS data systems managed by the branch. This includes the development and coordination of FAQ's and responses; using that information to support efforts at the AVS level to improve data quality at the point of entry and answering emails from members of the public with technical questions on the appropriate use of FS data systems and associated policy/rules/regulations.

Duties for the FG-0301-13 - This position is at the full performance level. Serves as a Safety Standards Data Systems Specialist responsible for the planning, reviewing, analysis, coordination, organization and management of Flight Standards (FS) Data Systems. These data systems effect the day-to-day management and operation for all of the Flight Standards Service. This position is responsible to collaborate and offer subject matter expertise on service-wide initiatives and programs relative to existing and future data systems.

Develops and manages centralized system for capturing, trending and responding to internal and external stakeholder feedback and questions associated with the FS data systems managed by the branch. System(s) managed are of such breadth and intensity that input and assistance from other analysts and subject-matter specialists in field appropriate to the subject are often required. This includes the development and coordination of FAQ's and responses; using that information to support efforts at the AVS level to improve data quality at the point of entry and answering emails from members of the public with technical questions on the appropriate use of FS data systems and associated policy/rules/regulations.

Applies experience and advanced knowledge applicable to FS data systems and the various system types, in order to support identification and successful resolution of challenging and complex issues affecting the programs. Advises senior agency officials on critical, complex organizational planning and resource use issues.

Participates in development and implements policies, procedures, and processes for FS data systems. Serves as a specialist in data analysis as it relates studies of existing and proposed FS and national data systems. Conducts comprehensive reviews of and evaluates existing regulations, as well as FAA policy and directives relating to program planning, performance measurement, program review and validation documentation for data systems quality, associated security assessments, and potential conflicts across multiple data systems.

SPECIALIZED EXPERIENCE includes experience with Flight Standards data systems and associated laws, policies and regulations that govern those systems; experience supporting service-wide initiatives and programs relative to existing and future data systems; experience in the development of strategic planning and analysis of innovative technological advancement and data quality improvement concepts; experience preparing technical reports/documents.

TO QUALIFY AT THE GS/FG-13 level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the GS/FG-12 level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully in the duties of the position.

SPECIALIZED EXPERIENCE includes experience with developing and managing a centralized system associated with Flight Standards data systems; experience in the development and implementation of policies, procedures, and processes for Flight Standards data systems; experience reviewing/evaluating existing regulations; experience collaborating with internal/external workgroups to develop partnerships that help mitigate data error submissions; experience utilizing analytics and technical expertise in preparing and presenting technical reports to senior management.
