As the Program Manager, Health Benefits you will design, manage, and scale programs that increase participation in healthcare benefit programs as part of a broader Benefits Access team. The initial focus is to increase awareness and enrollment in the Medicare Savings Program and (Extra Help prescription drug assistance program) for the more than 1.5 million older adults who are eligible but not enrolled. This requires an eagerness to innovate and gain a deep understanding of customer needs and barriers to MSP participation, in addition to the systemic challenges that impact equitable enrollment and health outcomes. You will innovate, design and test strategies for raising MSP awareness and enrollment; build strong relationships within the MSP ecosystem; develop new solutions using a human-centered design methodology; scale promising offerings; and support grantee and/or pilot organizations. Long-term, as a program manager you will build a broader portfolio of relevant health programs that ensure older adults with low-income can access high quality affordable healthcare and build their financial resiliency.

Responsibilities

  • Sets strategies, identifies opportunities, and develops and implements projects and programs to support the organization. Manages and/or leads staff and/or volunteers to obtain program goals. Supports development and management of program budgets. Monitors performance and recommends program changes.
  • Plans, organizes, and implements assigned projects across a program or programs. Determines resources needed, tracks budgets, determines scope and execution, tracks progress towards milestones, establishes timelines, and evaluates progress. Ensures adherence to internal and external quality standards. Organizes project teams and leads internal and external team members and stakeholders to deliver on project goals. Establishes project communication plans and ensures internal/external stakeholders are informed regarding project processes and impact.
  • Evaluates existing programs to identify improvements and to measure performance against programmatic goals and desired outcomes. Analyzes and tests current processes and systems to determine effectiveness and efficiency. Develops and implements solutions that are effective, efficient, and align with enterprise goals.
  • Collects data, performs root cause analysis of issues or problems, and proposes solutions according to the current and future needs of the business. Uses data to identify program and process enhancements to achieve outcome measures. Evaluates and advises on existing programs to improve outcomes.
  • Engages stakeholder and partners as necessary to communicate program intent, identify areas for collaboration, and improve programmatic outcomes. Develops communications related to priority programs and initiatives.

Qualifications

  • Bachelor's degree, Master's degree or equivalent experience preferred, with a focus in health-related program development
  • 3+ years of experience with healthcare benefits, focused on creating programs to remove barriers and increasing participation Medicaid, Medicare, and/or Medicare Savings Program knowledge preferred
  • Experience designing and implementing program strategies to address healthcare access for people with low-income
  • Effective verbal and written communication skills
  • Team-oriented and collaborative; passionately advocates and articulates opinions while maintaining flexibility to incorporate others' points of view
  • Demonstrated ability to measure, analyze and communicate program impact
  • Commitment to achieving equitable outcomes with a person-centered approach in all work

Flexible Work Arrangement (FWA)

AARP observes Mondays and Fridays as telecommuting workdays, except for essential functions. Remote work and telecommuting can only be done within the United States and its territories.
