Duties

General:
  • Serve as technical advisor and play a key role in managing FBI real property (buildings, other structures, and facilities) inventory, utilization, acquisition, conversion/diversion, and budget.
  • Acquire leasehold interests for customers with complex space requirements within the assigned U.S. geographical region; solicit offers; develop, define, and negotiate lease terms and conditions; perform cost and price analyses of offers; incorporate complex modifications of terms and conditions into lease agreements; and prepare and/or sign approval documents necessary to award lease. Maintain an accurate, timely, supported, and complete inventory of FBI real property assets and property interest types achieved through close collaboration with construction project managers, real property acquisition and disposal specialists, and facility managers.
  • Make final award determinations and verify existence of necessary approvals for funding availability; award and execute lease. Oversee and enforce leases, including modifying complex space provisions to reflect changes in ownership, the amount and configuration of space, and types of service received.
GS-11/12
  • Analyzing, organizing, and tracing extensive, conflicting ownership patterns; applying broad knowledge of practices, techniques, and methods used in commercial real estate negotiations; and having good working knowledge of realty practices and laws of various state and local jurisdictions in additional to federal realty laws, policies, and regulations. Working with other team members to acquire various property interests, including acquisition by easement, lease, permit, purchase, and transfer; handling difficult transactions that are controversial or involve tight deadlines and national interest.
  • Reviewing and analyzing requirements for Field Offices, resident agencies, and HQ outlying supporting sites and developing projects for execution through GSA or FBI contracting to meet advances in modern technology in the areas of construction, automation, and security.
  • Developing and maintaining project plans, coordinating with others and integrating project activities, managing project resources, monitoring project execution, orchestrating design reviews, construction meetings, and successful project close-out actions, and implementing quality assurance processes.
GS-13
  • Acting as Contracting Officer Representative (COR) assisting Contracting Officer with acquiring leasehold interests in space for assigned customers with complex space requirements; soliciting offers; developing, defining, and negotiating lease terms and conditions; performing cost and price analyses of offers; incorporating complex modifications of terms and conditions into the lease; preparing approval documents necessary to award the lease; making final award determinations; verifying necessary approvals for funding availability; and awarding and executing the lease. Serving as COR on various facilities contracts, providing maintenance, direction, and oversight to personnel engaged in lease management, space management. and move program operations.
  • Serving as an FBI expert in real property management, lease administration, space planning, design specifications, furniture, fixtures and equipment (FFE), construction practices, and project management to assess client requirements and develop solutions to provide first-rate customer service and professionalism in a highly visible customer-oriented environment for various assigned federally owned, GSA leased, and direct-leased facilities throughout assigned area of responsibility. Reviewing, validating, and recommending approval/disapproval of real property management actions, such as real property inventory, leases, use permits, easements, space management, and retention or disposal of real property.
  • Overseeing and enforcing leases and modifying complex space provisions to reflect changes in ownership, the amount and configuration of space, and types of service received. Serving as a point of contact and coordinating portfolio/project requests with GSA, lessor architects, construction managers and contractors, real property acquisition and disposal specialists, FBI management and facility managers, service providers, security, and budget teams.

Qualifications

All applicants will be rated on the following Competencies:

Specialized Experience (SE):

GS-11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-9 grade level. SE is defined as follows:
  • Applying a wide range of real estate principles, concepts and practices in order to perform work requiring the acquisition of property or space.
  • Assessing the reasonableness of cost for routine construction, rehabilitation and repairs, and/or evaluating routine work performed by management brokers and property management agents.
GS-12: In addition to the above, applicant must have at least one year of specialized experience equivalent to the GS-11?level. SE is defined as follows:
  • Experience in acquisition and administration of federally owned or leased space or real property.
  • Experience in building management practices and techniques to determine the adequacy of environmental control systems.
  • Experience with reading and interpreting construction drawings.
GS-13: In addition to the above, applicant must have at least one year of specialized experience equivalent to the GS-12 level. SE is defined as follows:
  • Reviewing and analyzing requirements for field offices, resident agencies and HQ outlying supporting sites and develops projects for execution through GSA, or FBI contracting, to meet advances in modern technology in the areas of construction, automation and security.
  • Negotiating skills to plan and contract for complex acquisitions involving numerous issues and concerns.
  • Experience working a wide range of real estate principles, concepts and practices and market conditions and industry standards to acquire and manage space and provide guidance to customers on realty matters to acquire space and/or oversee broker-handled realty actions.
  • Experience with revising construction drawings.

Desired Skills are:
  • Experience with GSA leasing practices.
  • Property Management Professional (PMP) or real estate license.


Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
