Summary

This position is established to support administrative duties associated with the Maritime Environmental and Technical Assistance (META) program to include but not limited to budget, contract, and funds management. Serves as liaison to various MARAD administrative and program offices, including but not limited to the Office of Acquisition, Office of Finance/Budget, and the Office of Human Resources.

Duties

As a Administrative Officer, you will:
  • Support administrative processes related to the META program, to include but not limited to, maintaining project financial data, maintaining program budget data, and updating and maintaining files for simplified access and retrieval.
  • Maintain expert knowledge of and provide assistance to personnel in using Federal and Agency IT systems such as travel booking and claims processing programs, federal personnel accounting software such as FPPS, financial management software such as Prism, timekeeping software such as Castle, internal and external correspondence systems, and others.
  • Assist the Director in all aspects of human resource management within the Office of Environment and Innovation. This includes performance objective development, mid-term performance review, final evaluations preparation, processing of all staffing and personnel actions, maintenance of personnel data records, assisting with drafting award recommendations, and ensuring timely entry of timekeeping records and leave.
  • Assist in the review of internal processes and procedures and make recommendations for improvements to promote efficiency and cost savings, new or improved business and management practices researched for application program functions, organize program studies conducted to improve management, and system procedures and practices reviewed and evaluated to determine if they adequately meet established organizations.

The ideal candidate should be highly motivated, detail-oriented, and be able to work independently on numerous tasks under the direction of the Office Director.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience working with technical assistance and research and demonstration projects
  • Experience using various financial and accounting software applications such as PRISM and Delphi
  • Experience with project tracking and financial management

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge and understanding of the goals and objectives, organizations, programs, missions, and functions sufficient to perform comprehensive analysis and studies and assigned areas of responsibility related to MARAD program

Communicate ideas, concepts, methods, analyses, evaluations, and recommendations in a lucid, logical and convincing manner, either by oral or written means of communication to a variety of audiences including management, professional, technical, and administrative at all organization and hierarchical levels with equal facility and clarity.

Formulate plans and draft correspondence, policies, and procedures sufficient to resolve emerging management challenges.
