Summary

The incumbent serves as a Human Resources (HR) Specialist in the Great Lakes HR Services Division (HRSD).

Duties

FV-G Duties:

Incumbent under the general direction of more experienced HR Professionals performs the following duties utilizing the application of HR concepts, principles, regulations and policies:

Applies merit systems principles to attract, develop, manage, and retain a high quality and diverse workforce. Provides employment, staffing, and compensation services to fill paraprofessional, professional, technical, specialized, and related support positions.

May conduct research in the application of HRM laws, rules, regulations, policies, precedent, decisions, etc. Demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects. Drafts and builds job vacancy announcements for the various/multiple Occupational Job Series for publishing and generates/issues candidate referral lists. Evaluates applications and resumes for qualification, eligibility for special hiring authorities, adjudicates veteran's preference and initiates medical/security clearances. Issues tentative/firm offers, initiates new hire actions in Workforce Transformation and Tracking System and processes personnel actions within Federal Personnel and Payroll System.

FV-H Duties:

Applies experience and advanced knowledge applicable to Employment Services projects/programs to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Assignments may include: Provides consultation services to managers and staff offices in the areas of recruitment and placement; Collaborates with managers on recruitment options, hiring flexibilities and incentives; Prepares vacancy announcements; Rates and ranks application packages for various positions; Adjudicates veteran's preference; Issues certificate of eligible applicants to managers; Ensures legal appointment and assignment of selectees; and Prepares and manages case files.

Provides guidance on FAA Core Compensation plan and other FAA pay systems to LOB personnel, applicants and employees. Completes Requests for Personnel Actions (SF-52) for various types of personnel actions; Prepares and manages required documents for case files on personnel actions; Updates workload data and closes out merit promotion and recruitment files.

Applies comprehensive knowledge of staffing principles, laws and regulations; Interprets FAA policies and other regulatory guidance; Utilizes high level knowledge and skill in the analysis and interpretation of governing laws, policies and HR principles and practices to effectively advise on and/or resolve operational problems which can range from recurring to more complex and unprecedented issues.

Trains and mentors lower band HR Specialists and Assistants; Assists senior HR Specialists in reviewing the work of others. Provides guidance to newly hired and less experienced HR Specialists in day-to-day operations; analyzes and recommends solutions to complex issues.

Contacts are internal and external, with regular contacts among major subdivisions, LOB's/SO's, managers, employees, customers, and other external parties such as applicants and candidates to share information about the FAA, explain processes, and other policies/procedures.

Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee. Works independently and is responsible for planning time and completing assigned tasks and workload. Resolves most problems and issues without the assistance of a senior HR Specialist or Manager

Qualifications

To Qualify for the FV-G:

To qualify for this position at the FV-G (FG-10/11) you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F or FG/GS-5 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an HR Specialist (Staffing) position.

Specialized experience includes: Experience applying principles of staffing, recruitment and placement, compensation laws, policies, and other regulatory guidance. Training, developing, and publishing announcements, determining qualifications, and generating referral lists. Experience providing information and guidance to organizational customers regarding personnel issues, gathering information in support of identifying and recommending alternatives and recommendations. Experience utilizing applying provisions of compensation and pay systems.

Education Substitution:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

To Qualify for the FV-H:

To qualify for this position at the FV-H (FG-12) you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG-10-11) in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an HR Specialist (Staffing) position.

Specialized experience includes: Experience that demonstrates sound knowledge of staffing, recruitment, placement, compensation laws, policies, and other regulatory guidance. Experience developing vacancy announcements, coding personnel actions, and applying provisions of compensation and pay systems. Experience advising managers and other personnel on complex staffing issues and identifying and recommending solutions.

Education
