Summary

The incumbent serves as a Lead Academy Instructional Systems Specialist, Instructor and as the Train-theTrainer (T3) Curriculum Program Manager, overseeing a Multi-Tiered Instructor Development (MTID) Program for all FAA and Academy Instructors.

Duties

The position is for the Training Services Support Division, Training and Evaluation Branch, AMA-023, located at the FAA Academy in Oklahoma City, Oklahoma.

The incumbent leads a Tier I or Tier II instructors' development program. Tier I Initial (Foundational Instructor Development) training program provides all necessary training for building a solid foundation for instructors. Tier II training builds upon the core competencies initially acquired in Tier I. Tier II training also provides professional development opportunities for instructors and focuses on alternate training delivery options.

Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

The incumbent works with the branch manager in the development, implementation and administration of policies, systems, and key management tools needed to manage and control national level programs to include, but not limited to, the American Council on Education (ACE) and/or the Council on Occupational Education (COE). This requirement excludes the position from Bargaining Unit (BU) coverage and documents the confidential working relationship between the incumbent and his/her supervisor by meeting the Confidential Exclusion Criteria. In addition, there is a confidential working relationship between the incumbent and his/her supervisor or other official; and the supervisor or other official is significantly involved in labor management relations.

Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often require the development of new and innovative approaches. The incumbent supports the Training Services managers by developing tools and analysis that supports a MTID Program. Also acts as an expert advisor, and consults with management, work teams, and course advisory teams to analyze, design, develop, implement and evaluate the FAA and Academy MTID and T3 Curriculum.

The incumbent applies adult learning principles to course design and content, and assists course sponsors with identifying the target audience. Writes objectives, develops course materials, learning activities, selects the appropriate media, and develops evaluations using the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) Model.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as situations require.

Plans, coordinates, and schedules training project activities, including analysis workshops, course kick-off meetings, course pilots, and train-the-trainer sessions in support of MTID. Additionally, the incumbent plans and conducts various aspects of training activities, including needs assessments, course audit, pilot observations, revising curriculum, and corrective action reports to drive training revision and development for MTID Programs and T3 Curriculum.

The incumbent develops guidance and standard operating procedures to ensure training projects are consistent with FAA training guidelines and meet industry standard best practices. Initiates training design, development and revision of curriculum for academic training within the Academy and develops strategies or measuring learning outcomes.

Qualifications

BASIC REQUIREMENTS:

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The coursework must have included study in AT LEAST FOUR OF THE FOLLOWING FIVE AREAS (Applicants MUST submit course descriptions from the appropriate college/university):

1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

In addition to meeting the basic requirements listed above, you must also meet the specialized experience.

SPECIALIZED EXPERIENCE:

To qualify for this position at the FV-J, FG/GS-14 levelyou must demonstrate in your application that you possess at least 52 weeks of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes:
  • Experience as course manager, teaching to diverse audiences, conducting meetings, leading a gap analysis to determine organizational training needs versus existing training curricula.
  • Experience developing organizational training requirements and plans based on employee function and specialty.
  • Experience designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  • Experience developing written and performance tests and survey instruments, and determining validity and reliability of evaluation instruments.
  • Experience developing and executing training schedules, course materials, applying training strategy, validating training materials, implementing training modules using a variety of media, and training evaluation models.
