Chief Business OfficerThe George Mason University College of Education and Human Development (CEHD) invites applications for the position of Chief Business Officer. The CBO facilitates the planning and implementation of the College's financial and operational vision as it relates to the full range of business functions and activities for the College of Education and Human Development. The CBO oversees financial planning, revenue generation, space and facilities, human resources, administrative operations, technology resources and support, sponsored project administration, and new ventures, including the facilitation of short- and long-range strategic planning for new and/or expanding programs and partnerships. The CBO is accountable for and provides overall leadership, supervision, management, coordination, and innovation of these functions, as well as provides oversight of the development and implementation of policies and procedures to achieve desired outcomes. The CBO works closely with other senior leaders in the College of Education and Human Development administration to ensure optimal resourcing for the College's various activities in support of its mission. In addition, the CBO liaises with central administration and other University departments, as well as with peers in other units.Responsibilities:Supervision & OversightThe CBO is expected to perform the following duties through oversight of support personnel within the College:The CBO will apply the strategies set forth by the Dean and define and execute the tactics for the functional units with guidance from the Dean and other senior administrators, and will oversee, guide, and delegate work to functional unit leaders;The CBO is expected to serve, mentor, train, and develop functional leads and the entire CBO team;CBO will oversee development, mentoring and training of fiscal administrators and other leaders within the college on fiscal, operational, and administrative processes and procedures; andIn conjunction with key stakeholders, oversee staffing levels, competency, consistency, and performance of each functional unit and ensure that staff are adequately trained, developed, and evaluated and that all units are high performing and meeting the needs of faculty and students.The CBO has ultimate accountability for the following functions:Strategic Analysis & PlanningDrive creative methods to manage and enhance financial resources to allow for opportunities to advance the College's strategic plan;Direct the exploration, analysis, and projections of nontraditional revenue opportunities;Develop annual forecasts and longer-term (3-5 year) financial plans for the College considering the strategic initiatives of the University and the College. Include multiple scenarios that allow for changes to variables and "what if" analyses;Support modeling, data collection, and analyses requirements of the Dean's office to include accreditation reporting, national surveys, and other strategic projects;Direct those in the organization to produce analysis and projections related to nontraditional revenue opportunities or other strategic initiatives; andOversee creation of studies to conduct short-term and long-range analyses to support management strategic plans. Examples may include:Budget Incentive Model;Program profit-loss analysis;Year-over-year financial revenue income and enrollment compression analysis; andTerm/Tenured faculty compensation compression analysis.Financial Planning & ManagementOversee the annual operating budget process, including developing detailed budgets in support of multiple cost centers supporting activities showing revenue, expense, and contribution to Central budget targets each fiscal year;Review detailed analyses of variances from budgets at year-end or ad hoc throughout the fiscal year. Identify budget risks and opportunities for savings;Review and approve budget justifications for submissions; allocate adequate resources among programs to align with the College's strategic goals;Oversee and track separate revenue sources, such as tuition revenue and research revenue;Implement tools and metrics to measure the College's financial performance against plans/targets. Provide quarterly financial reporting on variances against budget and prior year, including expenses, surpluses, spending trends, etc.;Provide financial management stewardship and oversight of internal controls, policies and procedures governing financial operations. Ensure compliance with State and University policies and procedures;Responsible for oversight and managing workflow for all fiscal activities;Respond to new initiatives and facilitate disbursement and management of funds appropriately;Oversee approval of all expenditures for the College, e.g., leases, travel forms, renovation funds, etc.;Develop and maintain an appropriate system of internal controls for the organization's fiscal policy; andMonitor all expenditures in accordance with federal/state fiscal rules and the university's fiscal policy. Assure compliance in anticipation of internal or external audits. Ensure authorized signature authorities for the organization are monitored and updated.Human ResourcesProvide executive leadership over the recruitment and hiring process for the organization in coordination with organizational leaders. Includes coordinating the EWP/PD approval process with the hiring manager and workforce planning, establishing search committees (as required), coordinating salary requirements, ensuring positions are posted, and interfacing with central HR throughout the hiring and onboarding process;Provide executive leadership over the performance evaluation process for the organization including goal setting, allocating annual salary increases, employee recognition and awards, employee promotions, and terminations as needed; andOversee personnel issues with the central HR representative and supervisors to develop best course of action while ensuring compliance with state and University related rules. Ensure HR personnel within the organization liaise with the University Human Resources/ Payroll Employee Relations Team for HR related issues and concerns. Immediately escalate significant events or concerns.IT, Facilities & AdministrationProvide executive leadership over IT team to create an IT roadmap for the organization, coordinating all IT hardware, software, and data needs for the organization and liaise with central IT services as needed;Oversee approval of all proposed contracts prior to submission to central Procurement;Create a review and approval process for changes (when necessary) to the organization's administrative policies; andOversee analysis of required space needs for the organization and work with Facilities management to design acceptable space and/or request space or new configurations as necessary. Develop financial strategy to fund required facilities projects.Research AdministrationOversee the work of the Research Administration team to ensure that research activities are properly accounted for and in compliance with all regulations, policies and procedures. Such oversight would include:Charging of faculty and student efforts to research projects;Hiring of student and wage positions funded by sponsored research;Assistance with grant and contract reconciliations;Assisting faculty with development of budgets and budget justifications; andPartner with the College leadership team on development of a strategic plan for research development and growth, ensuring that all relevant fiscal considerations have been addressed.Collaboration & Process ImprovementLead meetings for both internal and external customers, advise on and interpret policies and regulations and resolve complex issues. Facilitate budget consultation sessions with College leadership and staff to promote accountability throughout the College. Proactively educate the college community on updated policies and guidance;Take leadership for modernizing process and procedures, overseeing the efficient use of all college and university-based support technologies, and work with college leadership on the development and maintenance of flexible dashboards that will be used to help guide business decisions; andEnsure that the infrastructure and business processes support a culture of excellence and innovation among the faculty and college staff, while keeping a keen interest in efficiencies and pursuing opportunities to reduce administrative burden.Required Qualifications:Master's degree in a field related to business, accounting, finance, or fiscal management and extensive experience with progressively responsible and comparable duties and assignments (generally ten or more years); or, equivalent combination of related education and experience;Expert knowledge of the principles and practices of budget planning, evaluation, and execution;Deep understanding of process improvement (Six Sigma Green Belt or higher is preferred), change management, and communications strategies;Background and use of flexible data platforms, data management, and the use of metrics in decision making;Familiarity with payroll, procurement, operational, and financial reporting;Hands-on working knowledge of both federal, state, foundation, and university grants management accounting policies and procedures;Collaborative management style;Demonstrated experience building effective teams and overseeing diverse professional staff;Demonstrated ability in promoting a team approach to efficiently carry out the functions of a finance and administration office, as well as help to lead special projects designated by the Dean or other College/University leaders;Demonstrated level of gravitas to interface at the executive-level;Exemplary communication skills (both written and oral), especially when communicating with a wide range of stakeholders with varying levels of financial acumen;Strong critical thinking and decision-making skills, and the ability to function independently;Knowledge of how to operate simultaneously in an executive and staff capacity, as needed; andLeading by example and will operate in a servant leadership role to all staff and faculty.Preferred Qualifications:Significant, demonstrated experience in developing, implementing, and managing financial and administrative policy, preferably in a university or non-profit environment;Demonstrated experience overseeing the financial operations of a complex organization with various forms of revenue streams and allocations;Experience aligning strategic initiatives with financial plans and forecasts;Experience generating and interpreting reports in administrative database reporting systems such as Banner and MicroStrategy;Successful experience in managing and resolving conflict, building consensus, and making sound judgments in a complex environment; andPreferred experience in digital strategy, implementation, and process improvement.
