Summary

This is a bargaining unit position with AFGE Local 228.
This is not a (drug) testing designated position (TDP).

This position is located in the Small Business Administration, Office of Field Operations - Region IX in Sacramento, CA. The Outreach and Marketing Specialist will work with assigned groups, organizations and partners whose constituents, and/or members may benefit from the use of SBA programs and services.

Duties

The Outreach and Marketing Specialist is responsible for;
  • Build and maintain a local network of collaborative partnerships: economic development practitioners in Federal, state, regional and local government, chambers of commerce, business and trade associations, financial institutions, educational institutions and civic/community organizations.
  • Represent the SBA at a variety of public functions through outreach/presentations/trainings in order to educate the small business, lender and contracting community and media about SBA programs and services, and other small business-relevant topics
  • Participate in or lead projects to accomplish outreach events and will be expected to collaborate with others on the team and other resources to ensure that the projects are successful.
  • Conducts training in alignment with organizational policies and goals.
  • Field technical representative responsible for compliance oversight of SBA District office customers.

Qualifications

GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector:

1. Assisting in the development of marketing strategies for programs and services for growth and development of a customer base.

2. Delivering outreach, training, presentations and education on a variety of business management, financial management or lending topics related to small business.

3. Managing collaborative alliances and partnerships with a variety of business development partners.

Administrative and Management Positions

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled

Education

Education may not be substituted for experience for this position.

If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.

GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must submit transcripts (official or unofficial) to support this option. If selected, official transcripts will be required.

Combination of Experience and Education: A combination of related graduate education and specialized experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
