Summary:
TheSenior Contract Management Specialist shall aid in the areas of contract administration and management support to Contracting Officers (CO) and program office Contracting Officer's Representative (COR).
Duties and Responsibilities:
- Assist with the acquisition planning activities, like market research, use of competition, potential contractual vehicles, determining pricing arrangements, and other acquisition planning related activities and requirements.
- Assist the Program Office with the preparation of the requirements documents, like Statement of Work, Performance Work Statement, and Statement of Objectives as applicable.
- Assist the Program Office with the preparation of Determinations and Findings (D&F), Justification & Approval (J&A), Acquisition Plans, Source Selection Plans, and Solicitation documents.
- Perform detailed analyses of all cost elements in contractor proposals, prepare Price Negotiation Memorandums, and provide suggestions to the CO on the establishment of competitive range determinations.
- Prepare all documentation for the CO to conduct pre-proposal conference(s) with the prospective contractor(s) to arrive at a clear understanding of what is required under the proposed contractual action.
- Obtain on behalf of the CO the appropriate data from business and technical officials.
- As required by the lack of meaningful cost and price information, explore new or innovative contracting approaches to suggest an equitable contract arrangement to the CO and other procurement officials.
- Assist with the development of a negotiation strategy, coordinate strategy with the negotiation team, and assist the CO in executing the negotiations.
- Develop contract award documents.
- Responsibilities typically include preparing incremental funding modifications, preparation of rate and cost adjustments, performing all research and preparing all documentation for redirection of effort, coordination of time extension, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show-cause letters, approval of progress payments, issuance of final payment, and de-obligation of funding.
- Perform necessary research and prepare all documentation for the termination of contracts for either convenience of the government or default by the contractor.
- Perform necessary research and prepare documentation for modifications.
- Apply knowledge of the entire customer organization to recommend and coordinate development, enhancement, and maintenance of business systems and processes.
- Develop project plans, milestones, status reports, and other deliverables and monitor the execution of the tasks for quality and against planned timelines.
- Provide assistance monitoring and tracking contractor services performed or products delivered under USSS administered contracts.
- Analyze contract deliverables (e.g., reports), feasibility studies, design documents, operation, maintenance, training manuals, and shipping receipts, to determine compliance with the applicable contract/program requirements.
- Provide assistance monitoring and tracking contract obligations consistent with the contract requirements.
- Research issues regarding protests, terminations, disputes and claims and compile or produce data to support the government's position in response to such actions.
- Prepare contract modifications for the CO signature in PRISM.
- Ensure the original, fully executed contract modification is placed in the contract file.
- Scan and upload an executed copy of the contract modification.
- Complete the FPDS-NG module with PRISM.
- Prepare and assist with presentations to support meetings, conferences, and IPTs.
- Analyze data, metrics, and trends and provide findings.
- Have a working knowledge and understanding of Software Applications, like Microsoft Office (Word, Excel, PowerPoint, and Outlook), Adobe Acrobat, PRISM, Federal Procurement Data System (FPDS), Federal Business Opportunities (FBO), and other procurement software that is currently used by USSS.
- Other duties as assigned
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
- Bachelor of Arts or Bachelor of Science degree required.
- 10+ years of post-award contract administration and management experience.
- 5+ years of specialized experience in federal government contract management and administration, as a federal employee or as a federal contractor employee.
- Background check required.
- The position requires a COVID vaccination or an approved accommodation/exemption for a disability/medical condition or religious belief.
Knowledge, Skills and Abilities
- Ability to pass the US Secret Service background Investigation Check.
- Working knowledge and understanding of the PRISM software application.
- Working knowledge and understanding of Software Applications such as: Microsoft Office (Word, Excel, PowerPoint, Outlook); Adobe Acrobat; PRISM; Contract Lifecycle Management (CLM); Federal Procurement Data System (FPDS); Federal Business Opportunities (FBO)
- Knowledge of, and certification in, PRISM contract writing preferred
- Knowledge of, CLM (Contracting Life Cycle Management) is preferred
- DAWIA or FAC-C Level III Certification preferred
- Must have the ability to demonstrate strong business and organizational skills and have outstanding communication skills, both verbal and written.
- Must be able to handle confidential information with discretion.
- Ability to work under aggressive schedules with demanding performance requirements.
- Must be detail oriented with the ability to manage multiple tasks.
- Must be a motivated self-starter.
