Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated and public service-oriented professional to join the Funding Section, primarily to manage Fairfax County’s Fund 40010 (County and Regional Transportation Projects), prepare capital budgets for cyclical budget activities, and provide oversight of Fairfax County’s transportation proffers. In a quickly evolving environment, this position will provide a rewarding experience for an individual interested and invested in achieving the County’s strategic transportation goals.

Responsibilities include:
• Managing Fairfax County’s Fund 40010 (County and Regional Transportation Projects), including preparing capital budgets for cyclical budget activities; developing short to long term financial plans and forecasts; evaluating fund performance through financial analysis and recommending reallocations as needed; and programming transportation funds.
• Assisting with management of all funds used for implementation of Fairfax County’s Transportation Priorities Plan (TPP), including developing funding strategies, preparing funding plans, creating/monitoring capital program cash flows, and tracking progress of transportation improvements.
• Overseeing Fairfax County’s transportation proffers, including evaluating developer contributions for allocation or reallocation to transportation projects, ensuring statutory compliance in proffer use, and tracking hundreds of proffers.
• Preparing substantial grant applications, developing, and advancing project funding agreements (consensus of language, Board approval, execution), and assisting in reporting progress to funding agencies.
• Coordinating with department staff in implementing Capital Project Management Information System (CPMIS); primarily responsible for data integrity over multiple systems.
• Assisting in development and implementation of business processes, identifying workflow issues, and developing solutions.
• Preparing and communicating reports, recommendations, meeting summaries, letters, official items for Board of Supervisors’ consideration, and other documents, as required.
• Preparing presentations for and serving as a subject matter expert at project-related public meetings, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs.
• Attending other project-related meetings, both in-person and virtual, including occasional evenings and weekends.
• Supervising one or more transportation planners.
• Performing other duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following :

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
A valid motor vehicle driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Bachelor’s degree and six years of experience in one or more of the following areas: transportation funding for roadway, transit, and multimodal projects, including those with large-scale budgets, or transportation funding oversight. A master's degree in a related field may be substituted for one year of experience.
  • Experience in monitoring and developing capital improvement programs for transportation projects.
  • Experience in developing grant applications for transportation projects.
  • Experience in developing and securing interagency project funding agreements, including coordination with internal and external departments and agencies to advance transportation projects through the agreement process.
  • Experience with local and state governments, boards, commissions, authorities and transportation agencies.
  • Experience with SAP financial/accounting software.
  • Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines.
  • Strong written communication skills, including ability to prepare presentations, technical memoranda, non-technical memoranda, letters, and other correspondence.
  • Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community.
  • Demonstrated success as a supervisor, including coaching and training.

PHYSICAL REQUIREMENTS:
Work is generally sedentary, however, employee may be required to do some walking, standing, bending, and carrying of items under five pounds in weight. All duties performed with or without reasonable accommodations.
